On November 30, 2025, the 5th National Congress (2025–2030 Term) of the Vietnam Society of Refrigeration and Air-conditioning Engineers (VISRAE) successfully convened. The event saw comprehensive participation from representatives of Ministries, Departments, and Agencies, leading research institutes, universities, and a vast network of both domestic and international refrigeration and air-conditioning enterprises, alongside the full nationwide membership system. The primary mandate of the Congress was to comprehensively summarize the past term’s accomplishments, clearly define the strategic orientation for the 2025–2030 period, and elect a new Executive Committee—comprised of capable, reputable, and deeply committed individuals—to strategically lead the Society in addressing the complex demands of the new market era.

The 5th National Congress of the Vietnam Society of Refrigeration and Air-conditioning Engineers convened during a period of significant strategic transformation for the refrigeration and air-conditioning sector, prioritizing Energy Efficiency, aggressive emission reduction efforts, and overall performance enhancement, all directly aligned with Vietnam’s crucial Net Zero 2050 commitment. The current regulatory resolutions have established a comprehensive legal framework, enabling industry enterprises and research institutes to strategically develop green and sustainable technology solutions.

The significant event was attended by high-level representatives from central Ministries, Departments, and Agencies; the top leadership of the Union of Vietnam Societies of Refrigeration and Air-conditioning Engineers (Hội Khoa học Kỹ thuật Lạnh và Điều hòa không khí Việt Nam); key academic institutions, including universities and research institutes; and a large assembly of leading enterprises in the refrigeration and air-conditioning technology sector, suching industry leaders such as Daikin, GREE, Danfoss, Midea, Nagakawa, Polyco, and INTECH Group. This broad participation from the professional community highlights the paramount importance of the Congress in establishing the strategic industry development orientation for the next five-year term.

Dr. Ta Quang Ngoc, Chairman of the Vietnam Society of Refrigeration and Air-conditioning Engineers (VISRAE), stated that during the 4th Term (2021–2025), VISRAE achieved many notable accomplishments, including consolidating its organization, innovating operational methods, promoting its role in policy criticism, connecting science and technology, and international integration within the context of climate change and the Net Zero commitment, which placed increasingly high demands on the refrigeration industry.
The Society expanded its membership network, consolidating its organization with over 748 official members and 17 new enterprises joining. The series of Cleanfact & RHVAC events and specialized seminars, coordinated with major enterprises, have become important highlights, contributing to the dissemination of new technology, fostering green and sustainable development, and fulfilling commitments regarding energy saving – emission reduction – and ozone layer protection.

In line with the orientation adopted at the Congress and the speech by Assoc. Prof. Dr. Nguyen Xuan Tien – Vice Chairman of the Society, the 5th Term will prioritize four key groups of tasks:
- Energy Policy Consulting and Criticism: Developing new Minimum Energy Performance Standards (MEPS), researching standards for VRV/VRF systems, and directly impacting the testing and certification of equipment.
- Ozone Layer Protection and Emission Reduction: Implementing the roadmap for reducing HCFCs and HFCs, requiring technical updates across the entire supply chain.
- High-Quality Human Resource Development: Standardizing technician skills and strengthening cooperation with international organizations.
- Promoting Science and Technology: Technological innovation, application of green design, and enhancing system efficiency in accordance with the direction set by Resolution 57.

The Congress successfully conducted the election for the Executive Committee and the Inspection Committee for the 5th Strategic Term, thereby streamlining the leadership apparatus to effectively manage the Society’s strategic growth in the evolving market phase. Dr. Ta Quang Ngoc was re-elected as Chairman, ensuring robust leadership continuity in the industry’s vision and strategic development orientation.
Furthermore, the Congress was a platform for recognizing excellence, where Certificates of Merit from the Vietnam Union of Science and Technology Associations (VUSTA), Certificates of Merit from the VISRAE, and Commemorative Medals were bestowed upon organizations and individuals for their profound contributions to advancing the refrigeration and air-conditioning industry during the 4th Term. Phuc Gia® was notably honored with a Commemorative Medal, acknowledging its committed contributions and proactive involvement within the specialized professional community.

During the conference proceedings, Phuc Gia® prominently showcased its comprehensive testing and certification capabilities for a wide range of electrical and electronic devices, spanning household appliances, office equipment, telecommunications, and information technology, ensuring compliance with all prevailing national standards and technical regulations at its dedicated exhibition booth. Participation in this major Congress enables Phuc Gia® to strategically broaden its network with key enterprises, scientists, and academic universities within the HVAC/Refrigeration sector. Furthermore, this engagement yielded crucial intelligence that will inform the future development orientation of its testing capacity, guaranteeing alignment with evolving regulatory requirements and cutting-edge technological trends.

The 5th Congress of the Vietnam Society of Refrigeration and Air-conditioning Engineers (VISRAE) concluded with a high spirit of consensus, affirming that science and technology are the foundation for “greening” the industry and aiming for sustainable development. The consolidation of the leadership apparatus and the adoption of the 2025–2030 term strategy create a clear roadmap for the entire industry during this period of strong transformation.
