Effective June 1, 2026, the updated National Technical Regulation QCVN 19:2025/BKHCN establishes new standards for the safety and electromagnetic compatibility (EMC) of LED lighting products, superseding QCVN 19:2019/BKHCN. This new regulation introduces significant updates that directly affect manufacturing, import procedures, regulatory compliance certification, and the distribution of LED lighting across the Vietnamese market in the near future.

1. Implementation Roadmap for QCVN 19:2025/BKHCN
The implementation roadmap for QCVN 19:2025/BKHCN (as prescribed in Article 2 and Article 4 of Circular No. 56/2025/TT-BKHCN) is specifically regulated with the following key milestones:
- As of June 1, 2026, QCVN 19:2025/BKHCN shall replace QCVN 19:2019/BKHCN;
- From June 1, 2026, to December 31, 2026, lamps under HS code 9405.11.99 are not yet mandatory to apply;
- As of January 1, 2027, all LED lighting products listed in Annex A of QCVN 19:2025/BKHCN must meet the requirements of QCVN 19:2025/BKHCN.
2. Regulations on Conformity Assessment and Market Circulation
As of June 1, 2026, LED lamps listed in Annex A – QCVN 19:2025/BKHCN must fully perform the following procedures before circulation:
- Testing at a designated organization;
- Conformity certification (by an accredited certification body) according to Method 1, with the validity of the Certificate of Conformity not exceeding 3 years;
- Declaration of Conformity on the National Database of Standards, Metrology, and Quality;
- Affixing the Conformity Mark (CR mark);
- Labeling of goods in accordance with legal regulations.
3. Recognition of Conformity Assessment Results
Certification bodies may consider and recognize the conformity assessment results of foreign conformity assessment bodies in the following cases:
3.1. The certification body considers and recognizes conformity assessment results issued by foreign conformity assessment bodies already recognized by Vietnam within the framework of mutual recognition agreements (MRAs) that Vietnam has signed.
3.2. For imported LED lighting products with a quantity of fewer than 10 units or where testing costs are shown to be greater than the value of the imported shipment, the certification body is permitted to consider using the test results from a foreign testing organization for conformity certification. The foreign testing organization whose test results are used by the certification body must be accredited by accreditation bodies that are members of APAC or ILAC as complying with the requirements of ISO/IEC 17025. The accreditation scope of the foreign testing organization must include the standards and products mentioned in the utilized test results.
3.3. Annually, the certification body must send a report on the recognition and use of conformity assessment results to the Commission for the Standards, Metrology and Quality of Vietnam for monitoring, management, and consideration in deciding on the inspection of the recognition and use of conformity assessment results.
4. Reduction of Procedures for LED Bulb Lamps
For Self-ballasted LED lamps operating at voltages greater than 50V (also known as LED Bulbs), if they have been certified according to QCVN 19:2025/BKHCN, they are not required to perform conformity assessment according to QCVN 09:2012/BKHCN and Amendment 1:2018 of QCVN 9:2012/BKHCN.

7. Transitional Provisions
Products that have been granted a Certificate of Conformity according to QCVN 19:2019/BKHCN prior to the implementation roadmap specified in Article 4 of Circular 56/2025/TT-BKHCN (i.e., before June 1, 2026, and January 1, 2027) may continue to be circulated on the market.
