Recently, Phuc Gia Testing and Inspection Center has received many questions regarding the use of IEC 62368 test reports for electrical safety testing of terminal equipment and Information and Communication Technology according to QCVN 132:2022/BTTTT. A typical question is as follows:

“We understand that starting from January 1, 2024, the declaration of conformity for terminal equipment and Information and Communication Technology products according to QCVN 132:2022/BTTTT must utilize test results provided by a Designated or Recognized testing organization (under Mutual Recognition Agreements – MRA – of the Ministry of Information and Communications).
In the event that we conduct testing at Phuc Gia Testing and Inspection Center, if we submit test samples (DECT phones, Desktop computers, Set Top Boxes, iDTVs, Laptops and portable computers, Tablets, etc.) along with an IEC 62368 test report issued by a foreign laboratory accredited to ISO/IEC 17025 standards, will our enterprise receive a reduction in testing time and costs for QCVN 132:2022/BTTTT?”
Another question: “Does the Lab accept the conversion of an IEC 62368 test report into a QCVN 132:2022/BTTTT test report without the need for re-testing?”
Phuc Gia Testing and Inspection Center would like to answer this question as follows:
(QCVN 132:2022/BTTTT – National technical regulation on electrical safety for terminal equipment and Information and Communication Technology is established based on the IEC 62368-1:2018 standard – Audio/video, information and communication technology equipment – Part 1: Safety requirements).
According to Vietnamese requirements, testing organizations designated to test for QCVN 132:2022/BTTTT must perform the testing independently.
Besides, QCVN 132:2022/BTTTT has certain differences compared to IEC 62368-1:2018, such as the removal of sections 7, 8, 9, 10 and Appendices A, C, F, M, S, U, W…; the measurement conditions in sections 4, 5, 6 of IEC 62368-1:2018 have also been significantly modified to suit Vietnam.
=> Therefore, the Test Report according to IEC 62368-1:2018 issued by a foreign laboratory accredited to ISO/IEC 17025 standards is for reference purposes only.

For the reasons above, as well as the legal requirements prescribed by the Government, testing organizations are not permitted to convert an IEC 62368 test report into a QCVN 132:2022/BTTTT test report.
However, an IEC 62368 test report may assist us in accessing the product’s structure, allowing our engineers to understand the product as quickly as possible. Additionally, it can help our engineers benchmark their expertise against foreign engineers. Therefore, we have agreed to a 5% reduction in testing costs for QCVN 132:2022/BTTTT samples when accompanied by a test report according to the IEC 62368-1:2018 version issued by an ISO/IEC 17025 accredited laboratory.
The use of test reports according to the IEC 62368-1:2014 version will be for reference purposes only and will not be eligible for a discount in this case.
