I. SUBJECTS APPLICABLE TO QCVN 65:2021/BTTTT AND CIRCULAR NO. 11/2021/TT-BTTTT

Circular No. 11/2021/TT-BTTTT (accompanying QCVN 65:2021/BTTTT) applies to organizations and individuals importing, manufacturing, and operating equipment capable of 5 GHz RLAN radio access within the scope of this Regulation in the territory of Vietnam.

II. MAIN CONTENT OF CIRCULAR NO. 11/2021/TT-BTTTT

Circular No. 11/2021/TT-BTTTT promulgates the National Technical Regulation on Radio Access Equipment Operating in the 5 GHz Band (QCVN 65:2021/BTTTT);
Circular No. 11/2021 clearly states that QCVN 65:2013/BTTTT (Circular No. 01/2013/TT-BTTTT) ceased to be effective as of July 1, 2023;
The Circular encourages enterprises, organizations, and individuals manufacturing or importing 5 GHz radio access equipment to apply the provisions of QCVN 65:2021/BTTTT from the date this Circular took effect.

III. MAIN CONTENT OF QCVN 65:2021/BTTTT

QCVN 65:2021/BTTTT replaces QCVN 65:2013/BTTTT regarding 5 GHz band radio access equipment issued by the Ministry of Information and Communications;
HS codes for 5 GHz band radio access equipment include 8517.62.51 / 8525.80.40 / 8802.20.90 (Annex C);
This National Technical Regulation applies to wireless local area network equipment (5 GHz band RLAN equipment) capable of operating in all or some of the transceiver bands from 5 150 MHz to 5 350 MHz or 5 470 MHz to 5 850 MHz (section 1.1).
This regulation sets bandwidth access requirements to share bandwidth resources with other devices.
Technical regulations on limits and testing for 5 GHz band radio access equipment, including items such as: Nominal center frequency; Nominal and occupied channel bandwidth; RF output power, transmit power control (TPC), and power density; Transmitter unwanted emissions within the 5 GHz RLAN band and outside the 5 GHz RLAN band; Receiver spurious emissions; Dynamic Frequency Selection (DFS) (requirements for FBE, LBE equipment and short control signaling mechanisms on FBE and LBE); Receiver blocking characteristics.
QCVN 65:2021/BTTTT stipulates that devices must comply with all conformity and technical requirements of this regulation when operating within the boundary limits of the declared operating environmental conditions.
Slave devices without radar interference detection features must comply within the band from 5 250 MHz to 5 350 MHz.
The measurement method describes the testing conditions and specific tests related to equipment declaration; Frequency; Occupied channel bandwidth; RF output power, TPC, and power density; Unwanted emissions outside the 5 GHz and 5 GHz RLAN bands; Adaptive access mechanism; Receiver spurious emissions; Receiver blocking characteristics.
Measurements are not required when the nominal channel bandwidth lies entirely within the 5 150 MHz to 5 250 MHz band.
In cases where more than one channel list is declared, the measurement only needs to be performed with one of those channel lists.

IV. EFFECTIVE DATE OF CIRCULAR NO. 11/2021/TT-BTTTT AND QCVN 65:2021/BTTTT

Circular No. 11/2021/TT-BTTTT took effect on May 1, 2022.
Since July 1, 2023, imported and domestically produced 5 GHz radio access terminal equipment must meet the requirements specified in QCVN 65:2021/BTTTT before being circulated on the market.
