I. APPLICABLE SUBJECTS

Circular 18/2017/TT-BTTTT accompanied by QCVN 112:2017/BTTTT applies to Vietnamese and foreign agencies, organizations, and individuals involved in the production, business, and operation of broadband data transmission radio equipment within the scope of this Regulation on the territory of Vietnam.

Accordingly, related organizations and individuals are responsible for implementing regulations on certification and declaration of conformity for broadband data transmission radio equipment and are subject to inspection by state management agencies according to current regulations.

II. CONTENT OF CIRCULAR 18/2017/TT-BTTTT

At the request of the Director General of the Department of Science and Technology, the Minister of Information and Communications issued Circular 18/2017/TT-BTTTT regulating the National Technical Regulation on electromagnetic compatibility for broadband data transmission radio equipment (QCVN 112:2017/BTTTT) on September 11, 2017.

The Chief of Staff, the Director General of the Department of Science and Technology, the Heads of agencies and units under the Ministry of Information and Communications, the Directors of the Departments of Information and Communications of provinces and centrally-run cities, and relevant organizations and individuals are responsible for implementing this Circular.

III. CONTENT OF QCVN 112:2017/BTTTT

QCVN 112:2017/BTTTT was drafted by the Research Institute of Posts and Telecommunications, appraised and submitted by the Department of Science and Technology, and issued by the Ministry of Information and Communications attached to Circular No. 18/2017/TT-BTTTT. The technical regulations and measurement methods of QCVN 112:2017/BTTTT are compatible with the standard EN 301 489-17 V2.2.1 (2012-09) of the European Telecommunications Standards Institute (ETSI).

QCVN 112:2017/BTTTT, together with QCVN 18:2014/BTTTT, specifies the electromagnetic compatibility (EMC) requirements for the broadband data transmission radio equipment listed below:

Radio communication equipment using spread spectrum modulation techniques in the 2.4 GHz band;
Radio access equipment operating in the frequency ranges of 5,150 MHz to 5,350 MHz, 5,470 MHz to 5,725 MHz, and 5,725 MHz to 5,850 MHz;
High-speed radio access equipment in the 57 GHz to 66 GHz frequency band; and
Equipment for BWA/WiMAX broadband radio access systems in both TDD and FDD modes.

This Regulation does not specify technical criteria related to the antenna port or emission criteria related to the enclosure port of the equipment;

QCVN 112:2017/BTTTT on EMC for broadband data transmission radio equipment, combined with QCVN 18:2014/BTTTT on EMC for radio communication equipment, provides technical requirements for EMC Emissions; Immunity; Testing conditions; Performance assessment and Quality criteria.

IV. EFFECTIVE DATE

Circular 18/2017/TT-BTTTT accompanied by QCVN 112:2017/BTTTT, the National Technical Regulation on electromagnetic compatibility for broadband data transmission radio equipment, came into effect on July 1, 2018.
