QCVN 117:2023/BTTTT, promulgated along with Circular 20/2023/TT-BTTTT, provides the “National technical regulation on terrestrial mobile communication terminal equipment – Radio access part.” Issued by the Ministry of Information and Communications, it has been effective since July 1, 2024. Accordingly, enterprises importing, manufacturing, or trading this equipment must comply with the regulations in QCVN 117:2023/BTTTT before market circulation.

I. APPLICABLE SUBJECTS
Circular No. 20/2023/TT-BTTTT, accompanied by QCVN 117:2023/BTTTT, applies to Vietnamese and foreign organizations and individuals involved in the production and business of terrestrial mobile communication terminal equipment within the scope of this regulation in the territory of Vietnam. The HS codes for these products are regulated as follows:

II. MAIN CONTENT OF CIRCULAR NO. 20/2023/TT-BTTTT
- Circular No. 20/2023/TT-BTTTT was promulgated together with the National Technical Regulation on terrestrial mobile communication terminal equipment – Radio access part (QCVN 117:2023/BTTTT).
- This Circular replaces Circular No. 43/2020/TT-BTTTT “National technical regulation on terrestrial mobile communication terminal equipment – Radio access part.”
- Circular 20 specifies a detailed implementation roadmap, whereby from February 15, 2024, to June 30, 2024, terrestrial mobile communication terminal equipment may choose to comply with either QCVN 117:2020/BTTTT or QCVN 117:2023/BTTTT. Adoption of the 2023 regulations is encouraged from the date the Circular takes effect, and compliance with QCVN 117:2023/BTTTT becomes mandatory starting July 1, 2024.
III. MAIN CONTENT OF QCVN 117:2023/BTTTT
QCVN 117:2023/BTTTT was compiled by the Authority of Telecommunications, submitted for approval by the Department of Science and Technology, appraised by the Ministry of Science and Technology, and promulgated by the Ministry of Information and Communications along with Circular No. 20/2023/TT-BTTTT dated December 29, 2023.
1. Scope of Adjustment
QCVN 117:2023/BTTTT “specifies the technical requirements for the radio access part of GSM, W-CDMA, and E-UTRA terrestrial mobile communication terminal equipment, including mobile phones and non-phone terrestrial mobile communication terminal equipment.”
For Mobile Phones:
- Handsets must utilize E-UTRA technology, support VoLTE voice features, operate on all or one of the bands specified in Table 1 through Table 5, and comply with the technical regulations in Section 2 of this standard.
- Handsets integrating W-CDMA FDD technology must additionally comply with the technical requirements specified in Annex B of this standard.
- Handsets integrating GSM technology must additionally comply with the technical requirements specified in Annex C of this standard.
For Non-phone Terrestrial Mobile Communication Terminal Equipment:
- Equipment integrating/utilizing E-UTRA technology must operate on all or one of the bands specified in Table 1 through Table 5 and comply with the technical requirements in Section 2 of this standard.
- Equipment integrating/utilizing W-CDMA FDD technology must comply with the technical requirements specified in Annex B of this standard.
- Equipment integrating/utilizing GSM technology must comply with the technical requirements specified in Annex C of this standard.
2. Technical Regulations
2.1. Environmental Conditions
This standard applies within the operating environmental conditions of the equipment, which must correspond to the intended use of the device. Terrestrial mobile communication terminal equipment must comply with all technical requirements of QCVN 117:2023/BTTTT when operating within the boundary limits of the environmental conditions defined by its intended use.
2.2. Technical Requirements
QCVN 117:2023/BTTTT specifies limit levels that must not be exceeded during the testing of terrestrial mobile communication terminal equipment. Specifically:
- Transmitter Requirements: (Maximum output power, Emission spectrum mask, Spurious emissions, Minimum output power, and Transmitter adjacent channel leakage power ratio);
- Receiver Requirements: (Adjacent Channel Selectivity – ACS, Blocking characteristics, Spurious response, Intermodulation characteristics, Spurious emissions, Reference sensitivity, and Total Radiated Sensitivity – TRS);
- Total Radiated Power (TRP): Applicable to UEs with dimensions between 56 mm and 72 mm;
- Radiated Emissions: Assessing the ability to limit unwanted emissions from the enclosure ports of radio and ancillary equipment;
- Control and Monitoring Functions: Verifying that the UE’s functions prevent transmission in the absence of a valid network.
2.3. VoLTE Voice Feature Requirements
QCVN 117:2023/BTTTT stipulates that mobile handsets utilizing E-UTRA technology must support Voice over LTE (VoLTE) features.
3. Test Methods
3.1. Environmental Conditions
The regulation requires testing of technical requirements at representative limit points within the operating environment declared in the documentation. Tests must be performed across a full range of different environmental conditions (within the declared operating environment limits of the equipment) to determine compliance with technical requirements (special cases utilize reference documents ETSI TS 136 521-1, ETSI TS 136 508).
3.2. Interpretation of Measurement Results
The results recorded in the test report for the measurements described in this QCVN 117:2023/BTTTT are as follows:

The measured value relative to the corresponding limit is used to decide whether the equipment satisfies the requirements of the Regulation;

The measurement uncertainty value for each parameter measurement must be included in the test report;

For each measurement, the recorded measurement uncertainty value must be less than or equal to the values given in Tables 42 and 43;

According to this Regulation, in the measurement methods, the measurement uncertainty values must be calculated and must correspond to an expansion factor (coverage factor) k = 1.96 (providing a 95% confidence level in cases where the distributions characterizing the actual measurement uncertainty are normal (Gaussian));

Guidelines for the use of other measurement conditions utilize the reference document ETSI TS 136 521-1.
3.3. Test Methods
The measurement methods specify initial conditions and procedures for each item corresponding to the technical requirements above, including:

For the transmitter (Maximum output power, Emission spectrum mask, Spurious emissions, Minimum output power, and Transmitter adjacent channel leakage power ratio);

For the receiver (Adjacent Channel Selectivity – ACS, Blocking characteristics, Spurious response, Intermodulation characteristics, Spurious emissions, Reference sensitivity, and Total Radiated Sensitivity – TRS);

For the Total Radiated Power (TRP) measurement method;
-
For the Radiated Emissions measurement method;
-
For the Control and Monitoring Functions measurement method.
4. Management Regulations
- GSM, W-CDMA, and E-UTRA terrestrial mobile communication terminal equipment within the scope of regulation must comply with the technical regulations in QCVN 117:2023/BTTTT, and the operating frequency of the equipment must comply with the regulations on the management and use of radio frequencies in Vietnam.
- These products are subject to conformity certification and declaration of conformity according to this standard.
- The VoLTE voice feature is indicated by the symbol/phrase/word “VoLTE” on the product label. Labeling is carried out in accordance with the provisions of Decree No. 43/2017/ND-CP and Circular No. 18/2022/TT-BKHCN.
- Measurement means and equipment: Measurement means and equipment must be inspected and calibrated in accordance with the law on metrology.
IV. EFFECTIVITY
Circular No. 20/2023/TT-BTTTT has been in effect since February 15, 2024. The implementation roadmap for terrestrial mobile communication terminal equipment – Radio access part is regulated as follows:
- From February 15, 2024, to the end of June 30, 2024: Terrestrial mobile communication terminal equipment may choose to apply either QCVN 117:2020/BTTTT or QCVN 117:2023/BTTTT.
- From July 1, 2024: Imported and domestically manufactured terrestrial mobile communication terminal equipment must comply with the regulations in QCVN 117:2023/BTTTT before being circulated on the market.
