Circular No. 249/2016/TT-BTC Regulating Fees for the Appraisal and Granting of Licenses for the Business of Civil Cryptographic Products in Vietnam

On November 11, 2016, the Ministry of Finance promulgated Circular No. 249/2016/TT-BTC regulating the collection rates, as well as the regime for collection, payment, management, and use of appraisal fees for granting Licenses for the Business of Civil Cryptographic Products in Vietnam, certificates of conformity with standards, certificates of conformity with technical regulations, and fees for granting import licenses for civil cryptographic products. This Circular took effect on January 01, 2017, replacing the previously issued Circular 88/2015/TT-BTC.

Circular No. 249/2016/TT-BTC stipulates the fees and charges for civil cryptography as follows:

The fee for granting Licenses for the Business of Civil Cryptographic Products in Vietnam for one group of products or services is 8,000,000 VND/time; in case of an additional group of products or services, the fee is 2,000,000 VND/time.
The fee for amending or supplementing one group of products or services in a civil cryptography license is 3,000,000 VND/time; in case of an additional group of products or services, the fee is 1,000,000 VND/time.
The appraisal fee for amending or supplementing a license due to a change in name or a change in the legal representative is 1,000,000 VND/time.
The fee for the re-issuance or extension of Licenses for the Business of Civil Cryptographic Products in Vietnam is 500,000 VND/time.
The fee for granting a certificate of conformity with technical regulations or standards for civil cryptographic products in Vietnam is 3,000,000 VND/time.
The fee for granting an import license for civil cryptographic products in Vietnam is 200,000 VND/time.
