 DECISION

AMENDING AND SUPPLEMENTING A NUMBER OF ARTICLES OF THE PRIME MINISTER’S DECISION NO. 51/2011/QĐ-TTG DATED SEPTEMBER 12, 2011, STIPULATING THE LIST OF VEHICLES AND EQUIPMENT SUBJECT TO MANDATORY ENERGY LABELING, THE APPLICATION OF MINIMUM ENERGY PERFORMANCE STANDARDS, AND THE IMPLEMENTATION ROADMAP

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Economical and Efficient Use of Energy dated June 28, 2010;

Pursuant to the Government’s Decree No. 21/2011/NĐ-CP dated March 29, 2011, detailing and providing measures for the implementation of the Law on Economical and Efficient Use of Energy;

Pursuant to the Prime Minister’s Decision No. 51/2011/QĐ-TTg dated September 12, 2011, stipulating the list of vehicles and equipment subject to mandatory energy labeling, the application of minimum energy performance standards, and the implementation roadmap;

At the proposal of the Minister of Industry and Trade.

The Prime Minister hereby promulgates the Decision amending and supplementing a number of articles of the Prime Minister’s Decision No. 51/2011/QĐ-TTg dated September 12, 2011, stipulating the list of vehicles and equipment subject to mandatory energy labeling, the application of minimum energy performance standards, and the implementation roadmap,

Article 1. Amending and supplementing a number of articles of the Prime Minister’s Decision No. 51/2011/QĐ-TTg dated September 12, 2011, stipulating the list of vehicles and equipment subject to mandatory energy labeling, the application of minimum energy performance standards, and the implementation roadmap as follows:

1. Amending and supplementing Point b, Clause 1, Article 2 as follows:

“b) Implementing energy labeling in a mandatory form:

– From July 01, 2013, for household equipment: Straight fluorescent lamps, compact fluorescent lamps, electromagnetic and electronic ballasts for fluorescent lamps, air conditioners, vertical-axis washing machines used in households, rice cookers, and electric fans;

– From January 01, 2014, for household equipment: Refrigerators, horizontal-axis washing machines, and television sets;

– From July 01, 2013, for the industrial equipment group including: Three-phase distribution transformers and electric motors.”

2. Amending Clause 1, Article 3 as follows:

“1. For the household equipment group:

From January 01, 2015, it is not permitted to import or manufacture equipment with energy efficiency lower than the minimum energy performance standards.”

Article 2. Implementation Effect

1. This Decision takes effect from January 15, 2013;

2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of the People’s Committees of provinces and centrally-run cities; Heads of agencies, units, organizations, and related individuals are responsible for implementing this Decision.

– Ministries, ministerial-level agencies, agencies under the Government;

– Ethnic Council and Committees of the National Assembly;

– Office of the National Assembly;

– Supreme People’s Court;

– Supreme People’s Procuracy;

– State Audit Office;

– National Financial Supervisory Commission;

– Vietnam Bank for Social Policies;

– Vietnam Development Bank;

– Central Committee of the Vietnam Fatherland Front;

– Central agencies of mass organizations;

– Office of the Government: Minister-Chairman, Vice Chairmen, Assistants to the Prime Minister, E-Portal, Departments, Bureaus, subordinate units, Official Gazette;

– Archive: Clerical Department, KTN (3b).
