Draft Decree on the Simplification and Reduction of Administrative Procedures within the Management Scope of the Ministry of Science and Technology

The Ministry of Science and Technology (MOST) is currently collecting comments on the Draft Decree amending and supplementing several articles of Decrees to implement the plan for the Reduction of Administrative Procedures and simplification of administrative procedures related to production and business activities under the state management scope of the Ministry of Science and Technology. The Draft is open for comments until December 29, 2025.

1. General Overview of the Draft Decree on the Reduction of Administrative Procedures

The Decree amending, supplementing, and abolishing several articles of Decrees to implement the plan for the reduction of administrative procedures is issued to establish a legal framework for production and business activities under the state management scope of the Ministry of Science and Technology (MOST). Simultaneously, it contributes to enhancing national competitiveness, socio-economic development, ensuring growth targets, and improving the effectiveness and efficiency of state management.

The new Draft amends and supplements regulations within Decrees to facilitate the reduction of administrative procedures related to production and business activities, including:

Cutting unnecessary business investment conditions (e.g., reducing the required years of work experience in fields under the management of the Ministry of Science and Technology…);
Reducing at least 30% of the processing time for administrative procedures and 30% of compliance costs (e.g., cutting unnecessary components of dossiers; removing regulations requiring the submission of copies while reviewing and editing forms; implementing online dossier submission) to ensure the implementation of proposals in Decision No. 1903/QĐ-TTg;
Abolishing unnecessary administrative procedures (abolishing the procedure for assigning the right to register patents, industrial designs, and layout designs resulting from science and technology tasks using the state budget to other organizations or individuals; the procedure for allowing other organizations or individuals to use patents, industrial designs, and layout designs resulting from science and technology tasks using the state budget);
Abolishing documents and forms as per the proposals in Decision No. 1903/QĐ-TTg;

The document is expected to affect enterprises operating in the fields of science, technology, and innovation (providing technical services, technology, and digital infrastructure, etc.).

2. Consultation Period for Comments

Currently, the Ministry of Science and Technology (MOST) is seeking comments from relevant agencies, organizations, and units to finalize the Draft Decree amending and supplementing several articles of Decrees to implement the plan for the reduction of administrative procedures related to production and business activities under the state management scope of the Ministry of Science and Technology. These contributions will serve as a vital basis for finalizing the document, ensuring practicality and feasibility upon issuance.

With the aim of sharing timely policy information and updating new regulations from the Government and relevant Ministries and sectors, Phuc Gia® respectfully informs agencies, organizations, and individuals—especially Partners and Clients operating in inspection, calibration, testing, and certification, as well as enterprises in the fields of science, technology, and innovation—to participate in providing comments. This will help complete the draft and support regulatory authorities during practical implementation.
