II. Guidance on EMC Testing for Fixed Radio Transmission Equipment and Ancillary Equipment in Vietnam According to QCVN 114:2017/BTTTT

1. Scope of Application

Pursuant to QCVN 114:2017/BTTTT, fixed radio transmission equipment and ancillary equipment in analog and digital fixed services, such as fixed point-to-point and point-to-multipoint systems, must satisfy the electromagnetic compatibility requirements specified in this technical regulation.

2. Technical Requirements

QCVN 114:2017/BTTTT specifies electromagnetic compatibility (EMC) requirements for fixed radio transmission equipment and ancillary equipment, including the following regulations on emission and immunity:

2.1. EMC Emission Requirements

EMC emission requirements at the ports of radio equipment and/or associated ancillary equipment are specified in Table 1 of QCVN 18:2014/BTTTT. For radio transmission equipment in the fixed service, only the requirements for radio equipment and ancillary equipment intended for fixed use in Table 1 of QCVN 114:2017/BTTTT shall apply.

2.1.3. Limits; Enclosure of ancillary equipment measured on a stand-alone basis
Note: Radiated emissions from the enclosure of radio equipment must satisfy the requirements for the enclosure of ancillary equipment as specified in Clause 2.1.3 of QCVN 18:2014/BTTTT.
2.1.4. Limits; DC mains power input/output ports
Note: Emission limits for DC power ports shall apply Table 3 of QCVN 18:2014/BTTTT.

Note: Specific conditions specified in Table 1 below relate to EMC emission measurements and are regulated in Clause 2.1 of QCVN 18:2014/BTTTT and Clauses 2.3 and 2.4 of QCVN 114:2017/BTTTT.

2.2. Technical requirements for immunity

EMC immunity requirements at the ports of radio equipment and/or associated ancillary equipment are specified in Table 4 of QCVN 18:2014/BTTTT. Specific conditions are specified in Table 2 below, relating to the immunity test methods and performance criteria specified in Clause 2.2 of QCVN 18:2014/BTTTT and Clauses 2.3 and 2.5 of QCVN 114:2017/BTTTT.

2.2.8: Performance criteria: Voltage dips and interruptions Voltage interruptions: For voltage interruptions, temporary loss of function is allowed, provided that the function is self-recovering or can be restored by the operation of the controls.

Note: For radio transmission equipment in the fixed service, only the section containing requirements for radio equipment and ancillary equipment intended for fixed use in Table 4 of QCVN 18:2014/BTTTT shall apply.

2.3. Performance criteria requirements

Fixed radio transmission equipment and ancillary equipment must satisfy the performance criteria according to QCVN 114:2017/BTTTT, specifically:

  • Performance criteria for continuous phenomena applied to transmitters (CT) and receivers (CR);
  • Performance criteria for transient phenomena applied to transmitters (TT) and receivers (TR);
  • Specific performance criteria (including criteria for Digital signal ports, Analogue voice frequency signal ports, Ethernet and packet data interfaces, Service and maintenance interfaces, Synchronization interfaces, Remote alarm interfaces);
  • Performance criteria for ancillary equipment tested independently.

3. Testing Costs and Lead Time

Costs and lead time for EMC testing for fixed radio transmission equipment and ancillary equipment in Vietnam in accordance with QCVN 114:2017/BTTTT are publicly listed by Phuc Gia®. 4. Where to conduct electromagnetic compatibility testing according to QCVN 114:2017/BTTTT?

4.1. Regulations on qualified testing and certification bodies

Pursuant to Article 5 of Consolidated Document 02/2020/VBHN-BTTTT – Regulations on conformity certification and declaration of conformity for specialized information technology and communications products and goods, the testing units serving certification and declaration of conformity are regulated as follows:

Testing units serving conformity certification activities are designated or recognized testing units.

Testing units serving declaration of conformity activities are designated or recognized testing units, or units that have registered for testing operations under Decree No. 107/2016/NĐ-CP dated July 1, 2016, of the Government providing for business conditions for conformity assessment services.

Testing units shall be responsible to the Regulatory Authority for the accuracy of testing results. Testing results do not substitute for the Certificate of Conformity or the Declaration of Conformity.

4.2. Phuc Gia® – A Reputable Testing Organization for Telecommunications and Information Technology Equipment in Vietnam

Phuc Gia Laboratory Corporation (Phuc Gia®) has been designated by the Ministry of Science and Technology to perform testing for telecommunications and information technology equipment according to 24 Vietnam Technical Regulations for various critical equipment groups.
