To introduce instantaneous water heating appliances (specifically instant water heaters) to the market and ensure consumer safety, complying with legal standards is not only a mandatory regulation but also a commitment to product safety and performance. In this regard, EMC Testing for Instant Water Heaters in Vietnam and certification according to QCVN 9:2012/BKHCN—the “National Technical Regulation on Electromagnetic Compatibility for Household Electrical and Electronic Equipment and Similar Purposes”—is extremely important. It is a mandatory requirement for all enterprises and organizations involved in the manufacturing or importation of these devices.
Phuc Gia has thoroughly synthesized and analyzed the testing requirements under QCVN 9:2012/BKHCN and its amendments or supplements related to electromagnetic compatibility for electrical and electronic products in general, and instant water heaters in particular. We are committed to providing useful information and offering comprehensive “all-in-one” services (testing and certification) for equipment that must meet the technical requirements of this regulation.

I. OVERVIEW OF ELECTROMAGNETIC COMPATIBILITY
1. What is Electromagnetic Compatibility (EMC)?
QCVN 9:2012/BKHCN stipulates that “Electromagnetic Compatibility (EMC) is the ability of equipment or a system to function satisfactorily in its electromagnetic environment without introducing intolerable electromagnetic interference to anything in that environment.” Without strict quality control, electrical and electronic products can cause electromagnetic interference, which may significantly disrupt the normal operation of other devices. Electromagnetic Compatibility (EMC) testing is typically divided into two categories: Electromagnetic Interference (EMI) and Electromagnetic Immunity/Susceptibility (EMS). These categories are fundamental requirements when performing EMC Testing for Instant Water Heaters in Vietnam.
2. Why is Electromagnetic Compatibility testing necessary?
Without rigorous quality control, these electrical and electronic devices can generate electromagnetic interference. This not only affects other equipment—causing issues such as inaccurate blood pressure monitor readings or malfunctions in electronic operations—but can also impact human health, potentially leading to nervous system disorders, immune system issues, reproductive health concerns, and an increased risk of cancer. Therefore, to ensure these products operate stably and limit unwanted electromagnetic interference, Electromagnetic Compatibility (EMC) testing is mandatory as prescribed in QCVN 9:2012/BKHCN. This serves as the technical and management standard for electromagnetic emission limits for household appliances and electronics.
QCVN 9:2012/BKHCN and its Amendment 1:2018 apply to household electrical and electronic products, including: EMC Testing for Instant Water Heaters in Vietnam (instantaneous water heating appliances); hand-held motor-operated electric drills; vacuum cleaners; household washing machines; refrigerators, freezers, and commercial refrigerators; air conditioners; self-ballasted lamps; hair dryers; blenders; meat grinders; fruit juicers; egg beaters; electric stoves (including induction hobs); and microwave ovens (including combination types).

3. Currently Effective Regulations on EMC
Due to the concerning effects of electromagnetic interference, electromagnetic radiation, and electromagnetic compatibility, the Ministry of Science and Technology issued Circular No. 11/2012/TT-BKHCN along with QCVN 9:2012/BKHCN – “National Technical Regulation on Electromagnetic Compatibility for Household Electrical and Electronic Equipment and Similar Purposes.” Accordingly, since April 12, 2012, products specified in the table below must have product labels in accordance with labeling laws. They are required to undergo testing and conformity certification under QCVN 9:2012/BKHCN, bear the conformity mark (CR Mark), and are subject to market inspection by product quality control authorities as required by QCVN 9:2012/BKHCN.

II. EMC TESTING FOR INSTANT WATER HEATERS IN VIETNAM ACCORDING TO QCVN 9:2012/BKHCN
1. What are Instant Water Heating Appliances – Instant Water Heaters?
Instantaneous water heating appliances utilize high-power electrical elements to provide hot water on demand, eliminating the need for bulky storage tanks. Within this product group, EMC Testing for Instant Water Heaters in Vietnam is a specific mandatory requirement under QCVN 9:2012/BKHCN. While the broader category includes various heating tools, the law specifically targets instant water heaters used in residential and similar environments to ensure they do not disrupt the electrical grid or nearby electronics.
An instant water heater functions by heating flow-through mains water instantly at the point of discharge. These units are highly favored in modern households for their space-saving compact design, energy-saving “heat-on-demand” technology, and advanced safety features like electronic temperature limiting and automatic shut-off. Note that while these units are excellent for sanitation and bathing, they are generally not rated for potable (drinking) water due to material safety and filtration limits.
Because these appliances are ubiquitous and involve high electrical loads in close proximity to users, achieving Technical regulation compliance is vital. Manufacturers and importers must strictly follow the guidelines of QCVN 9:2012/BKHCN and its latest update, Circular 07/2018/TT-BKHCN, to verify that the device’s electromagnetic emissions fall within safe legal limits.

2. Why is it mandatory for EMC Testing for Instant Water Heaters in Vietnam to be conducted according to QCVN 9:2012/BKHCN?
Electrical and electronic devices in general, and instantaneous water heating appliances (specifically instant water heaters) in particular, emit electromagnetic radiation (emissions) or electromagnetic interference (EMI) at various wavelengths and intensities during operation, even under normal conditions. To prevent hazards and ensure consumer safety, importing and manufacturing organizations are required to comply with QCVN 9:2012/BKHCN to ensure:
-
Consumer Safety: Preventing electromagnetic interference with other electronic devices to ensure no dangerous situations arise during use.
-
Legal Compliance: EMC Testing for Instant Water Heaters in Vietnam is a legal requirement to ensure products meet established safety and quality standards.
-
Operational Performance: EMC ensures that the water heater functions correctly in environments with various electromagnetic signals without being affected or suffering performance degradation.
-
Protection of Other Devices: Ensuring the water heater does not emit excessive EMI protects other electronic equipment in the same environment.
Accordingly, since April 12, 2012, instant water heaters must possess product labels according to the law, undergo testing and conformity certification under QCVN 9:2012/BKHCN, bear the CR mark, and be subject to market inspection by quality control authorities. Additionally, these devices must comply with the technical requirements of TCVN 7492-1 (CISPR 14-1) as of June 1, 2014.
3. Specified Disturbance Limits / Testing Parameters for Instantaneous Water Heating Appliances (Instant Water Heaters)
-
Limits for disturbance voltage at the mains terminals;
-
Limits for disturbance power (30 MHz to 300 MHz);
-
Limits for discontinuous interference (Clicks).
