1. Scope of Application

In accordance with Decision No. 14/2023/QĐ-TTg, Appendix I specifies the energy efficiency testing standard for Photocopiers:

TCVN 9510:2012 Regarding Photocopiers – Energy Efficiency (effective from July 15, 2023)

An excerpt from Section 1 (Scope of Application) of TCVN 9510:2012 provides: “This standard applies to standard format photocopiers where the primary function is generating multiple hard copies identical to an original. This standard also applies to devices performing multiple functions, such as those of a printer, fax machine, and scanner.

Consequently, this standard does not apply to large-format photocopiers and specialized photocopiers with a speed of 60 ipm or greater. This standard specifies the minimum energy efficiency value and the method for determining the power consumption of photocopiers in off mode.”

2. Terms and Definitions

Standard Format Copier: A photocopier designed for standard paper sizes (e.g., A4, B4, A3). Standard format copiers are also capable of printing on smaller paper sizes. This definition, however, excludes photocopiers designed for large paper sizes like A2 or larger, or those exclusively designed for small paper sizes.
Copier Speed: The photocopier’s specified speed, based on the printing speed of a monochrome image. Typically, one A4 page printed on one side per minute is calculated as one image per minute (ipm). The copier speed is converted to ipm units and rounded to the nearest integer.
Off Mode: The state of the photocopier when it has been manually or automatically powered down using the power switch but remains plugged into the mains power supply.
Minimum Energy Performance Standard (MEPS): The maximum allowable power consumption specified for a photocopier when in off mode.
