Based on the List and roadmap for energy-using equipment with low efficiency not permitted for import, production, and trading (Decision No. 14/2023/QD-TTg)

  • At No. 1, Section I, Appendix I of Decision No. 14/2023/QD-TTg, it is clearly stated: “Compact fluorescent lamps” are in the household equipment group prohibited for import, production, and trading if their energy efficiency fails to meet the minimum energy efficiency level specified in standard TCVN 7896:2015.
  • Appendix I of Decision No. 14/2023/QD-TTg also clarifies the application roadmap for energy efficiency testing according to TCVN 7896:2015 for Compact fluorescent Lamps: “From the effective date of this Decision”

According to TCVN 7896:2015 – Section 4: Technical requirements, the following must be met during Energy Efficiency Testing for Compact Fluorescent Lamps:

  • Safety requirements

Compact fluorescent lamps must meet the safety requirements outlined in TCVN 7672 (IEC 60968)

  • Performance requirements

– Initial power: The measured average value must not exceed 108% of the nominal value. The measured value for all samples must not be greater than 115% but not less than 85% of the nominal value.

– Initial luminous flux: The measured average value must not be less than 90% of the nominal value, and the measured value for all samples must be greater than or equal to 85% of the nominal value.

– Color coordinates: The color coordinates of a minimum of 90% of the samples must fall within 5 SDCM of the nominal value.

– Color rendering index (CRI): The nominal color rendering index must be 80 or greater.

– Starting time: The measured average value must be 2.0s or less, and all samples must start within 2.2s.

– Run-up time: The measured average value to reach 60% of the initial luminous flux must be 60s or less. All samples must reach 60% of the initial luminous flux in no more than 80s.

– Luminous flux maintenance: The average measured luminous flux maintenance after 2 000 h must be 82% or greater of the initial luminous flux.

– Lifespan: The supplier must declare the nominal life of the CFL lamp, which must not be less than 6000 h.

– Starting at low temperature and low source voltage: All lamps must start within the time specified by the manufacturer, but not exceeding 10s.

– Energy efficiency

The calculated average value of all samples must be greater than or equal to the corresponding value specified in the table below:
