Law No. 78/2025/QH15 Amending and Supplementing a Number of Articles of the Law on Products and Goods Quality

Law No. 78/2025/QH15 Amending and Supplementing a Number of Articles of the Law on Products and Goods Quality issued by the National Assembly. Accordingly, this law stipulates quality management measures for products and goods; rights and obligations of organizations and individuals in production and business, and related parties involved in activities related to Products and Goods Quality. Law No. 78/2025/QH15 takes effect from January 01, 2026.

Amending and supplementing Article 1, Article 2, Article 3, Article 4, Article 5, Article 18, Article 21, Article 22, Article 28, Article 32, Article 33, Article 61, Article 62, Article 66;
Amending Article 6 and supplementing Articles 6a, 6b, 6c, 6d, 6đ;
Amending Article 8 and supplementing Clause 14;
Amending Article 9 and supplementing Clauses 8, 9;
Amending Article 10 and supplementing Clauses 14, 15, 16 (including changing the name of the Article);
Amending Article 11 and supplementing Clauses 9, 10 (including changing the name of the Article);
Amending Article 12 and supplementing Clauses 16, 17, 18 (including changing the name of the Article);
Amending Article 13 and supplementing Clauses 8, 9 (including changing the name of the Article);
Amending Article 14 and supplementing Clauses 5, 6, 7 (including changing the name of the Article);
Amending Article 15 and supplementing Clauses 7, 8 (including changing the name of the Article);
Amending Article 16 and supplementing Clauses 15, 16, 17, 18, 19 (including changing the name of the Article);

Annulling a number of regulations of the Law on Products and Goods Quality

Annulling Article 7, Clause 4 of Article 13, Clauses 2 and 3 of Article 17, Articles 19, 20, 24, 25, 26, 27, 29, 30, 31, 35, 36, 37, 55
Annulling the title of Section 3 of Chapter II, annulling Sections 5 and 6 of Chapter III, Section 3 of Chapter V, Chapter VI.

Transitional Provisions

1. Organizations and individuals whose products and goods have been declared for conformity with standards or technical regulations, or have been granted certificates of standard or technical regulation conformity before the effective date of this Law, shall continue to implement them according to the validity period stated in the declarations or certificates issued.

Organizations and individuals that have submitted dossiers for declaration of standard or technical regulation conformity, or registered for inspection of imported goods quality, but have not yet been granted certificates or received inspection notices by the effective date of this Law, shall continue to follow the provisions of the Law on Products and Goods Quality No. 05/2007/QH12 as amended and supplemented by Law No. 35/2018/QH14.

2. Conformity assessment organizations designated before the effective date of this Law shall continue to perform conformity assessment activities until the end of the validity period stated in the designation decision.
