Comprehensive Compilation of Legal Regulations for Cordless Audio Devices in Vietnam

Cordless audio devices are becoming ubiquitous across daily life and professional settings—from headphones and entertainment speakers to wireless microphone/speaker systems for events, education, and meetings. While removing cables offers significant flexibility, this reliance on radio transmission necessitates stringent compliance with the Legal Regulations for Cordless Audio Devices in Vietnam.

All cordless audio devices must satisfy stringent requirements for Radio Frequency (RF) and Electromagnetic Compatibility (EMC). These mandatory assessments confirm the device’s ability to operate without causing harmful interference and to withstand external noise, thereby ensuring stable performance in complex signal environments. Understanding these technical rules is the critical first step for manufacturers and importers to meet the Legal Regulations for Cordless Audio Devices in Vietnam before market launch.

Procedures for Implementing Licenses for Cordless Audio Devices

Cordless audio devices rely on Radio Frequency (RF) or Bluetooth technology to transmit and receive audio signals, providing enhanced mobility and flexibility by replacing traditional cables. All devices using these wireless transmission methods fall under the umbrella of the Legal Regulations for Cordless Audio Devices in Vietnam.

The common categories of cordless audio devices currently include:

  • Wireless Microphones: Devices that capture sound and transmit the voice signal to a receiver, typically via Bluetooth. Suitable for teaching, conferences, stage performances, and events requiring mobility.
  • Wireless Microphone/Speaker Combos: Integrated systems featuring both a microphone and a speaker, often utilizing Bluetooth for receiving and transmitting audio. Popular for home karaoke, presentations, and small events due to their simplicity and portability.
  • Wireless Speakers: Audio playback devices that receive signals from smartphones, computers, or other sources, usually via Bluetooth. Ideal for entertainment, meetings, and spaces requiring flexible placement.
  • Wireless Headphones: Personal listening devices transmitting audio signals via Bluetooth, facilitating music, calls, or work without connecting wires. Common for daily use, sports, and remote work.

Since all these devices rely on radio waves for audio transmission, non-compliant or uncontrolled RF signal emissions pose a serious risk of mutual interference or disruption to other critical electronic systems. Consequently, rigorous RF (Radio Frequency) and EMC (Electromagnetic Compatibility) testing is a mandatory prerequisite under the Legal Regulations for Cordless Audio Devices in Vietnam before any product can be legally launched.

5. Important Notes in Importation, Manufacturing, and Business Policies under the Legal Regulations for Cordless Audio Devices in Vietnam

Ministry of Science and Technology
Important Notes – The results of measurements/testing from domestic or foreign laboratories that have not been designated, recognized, or acknowledged, or the test results from the manufacturer, shall not be used for conformity assessment against this technical regulation.

– The Ministry of Information and Communications (now the Ministry of Science and Technology) updates the list of Group 2 goods periodically (including the product list and corresponding technical regulations). Importing and manufacturing enterprises dealing with WiFi transceiver devices need to regularly monitor and update new information to ensure products consistently meet the current technical regulations and management requirements.

– For QCVN 130:2022/BTTTT, products and goods do not require conformity certification but only need to execute a Declaration of Conformity.

– The operating frequencies of cordless audio devices must comply with regulations on the management and use of radio frequencies in Vietnam.

– Organizations and enterprises manufacturing, importing, distributing, and using the products must commit to strictly comply with the law on the management and use of radio frequencies.

– Enterprises must fulfill their tax obligations to the state when importing. Enterprises should request a Certificate of Origin (C/O) from the exporter to benefit from special preferential import tax rates.

– Enterprises must correctly determine the HS code to complete the necessary procedures accurately, avoiding time loss and penalties.

Clearly understanding and complying with the legal regulations for cordless audio devices in Vietnam is not only a mandatory requirement for products to be permitted to circulate in the Vietnamese market but also a key factor that helps enterprises protect their reputation, minimize legal risks, and enhance their competitive capability. Therefore, enterprises must fully adhere to all current regulations and regularly update themselves on changes within the legal framework to ensure products operate safely and meet management requirements.
