I. What is a wireless telephone using DECT technology?

DECT (Digital Enhanced Cordless Telecommunications) is an advanced digital wireless communication technology developed by the European Telecommunications Standards Institute (ETSI). Initially, DECT was designed to meet the needs for voice communication and short-range data transmission, operating on unlicensed radio frequency bands. DECT has become an international standard and is widely applied worldwide.

Wireless telephones using DECT technology are one of the most common applications of this standard. Basically, a DECT telephone system consists of two main parts:

  • Base Station (BS): Connects to the PSTN fixed telephone network or VoIP, serving as the signal coordination center.
  • Handset: Connects to the Base Station via radio waves, allowing users to communicate without wired connections.

Each DECT system can have one or more handsets connected to a single Base Station, depending on the actual usage model. This provides flexibility in expanding internal communication systems without complex wiring.

Before the robust development of mobile phones and Internet communication platforms, DECT wireless telephones were widely used in households, offices, hotels, hospitals, and many internal PBX systems. Thanks to stable connections, high security, and the ability to operate independently of Wi-Fi networks, DECT was once an effective communication solution for many professional environments.

With the popularity of VoIP, Zoom, Microsoft Teams, and mobile platforms, the demand for DECT telephones in homes and offices has gradually decreased. 3. Types of DECT within the Scope of Application

Types of DECT within the Scope of Application Based on Item 2, Annex 1 of the list of specialized information technology and communications products and goods subject to mandatory declaration of conformity (Issued with Circular No. 02/2024/TT-BTTTT), the following wireless telephone equipment using DECT technology must undergo testing, conformity certification, and declaration of conformity:

  • Line telephone sets including a base station (Base Station) accompanied by one or several wireless handset extensions (handsets) using DECT technology.
  • Handheld mobile units (handsets) connecting to the fixed network via a base station (Base Station), which is a fixed telephone connecting calls to the fixed network.

4. Currently Effective Regulations/Standards

Currently Effective Regulations/Standards The National Technical Regulations applied to DECT telephones are determined based on the radio transmission and reception technology integrated into the equipment. Depending on the technical specifications and radio frequencies, each DECT model must undergo testing and measurement according to the corresponding National Technical Regulations issued by the Ministry of Information and Communications (MIC), as listed below:

Regulation on Radio Emissions: QCVN 47:2015/BTTTT

Regulation on Electromagnetic Compatibility (EMC): QCVN 113:2017/BTTTT

Regulation on Safety: QCVN 132:2022/BTTTT (Mandatory application from January 1, 2024)

5. Important Notes in Importation, Manufacturing, and Business Policies

Important Notes in Importation, Manufacturing, and Business Policies – Pursuant to the notes in Annex 1 of Circular No. 02/2024/TT-BTTTT:

  • Regarding QCVN 113:2017/BTTTT, wireless telephone equipment using DECT technology is not required to undergo conformity certification but must perform a declaration of conformity.
  • When applying QCVN 47:2015/BTTTT, in addition to the requirements within QCVN 47:2015/BTTTT, products and goods must comply with Vietnam’s radio frequency planning.
  • Wireless telephones using DECT technology do not apply to explosion-proof communication equipment.
  • It is not permitted to use measurement/test results from domestic or foreign testing laboratories that have not been designated or recognized, nor manufacturer’s measurement/test results, to assess conformity with QCVN 132:2022/BTTTT.
  • Regarding QCVN 132:2022/BTTTT: In cases where products or goods use a voltage adapter, if the adapter is included, QCVN 132:2022/BTTTT testing is conducted for the product/goods along with the adapter; if the adapter is not included, testing is conducted for the product/goods without the adapter.

– The operating frequency and transmission power of wireless telephones using DECT technology must comply with regulations on the list of radio equipment exempt from frequency licensing (Circular No. 08/2021/TT-BTTTT).

→ This equipment is subject to mandatory State Quality Inspection Registration, Conformity Certification, Declaration of Conformity, and ICT conformity labeling (type with management code – CODE) before being placed on the market.

– The content of hazardous chemicals in electrical and electronic products circulating on the Vietnamese market must not exceed the allowable limits specified in the Annex of Circular No. 30/2011/TT-BCT. Accordingly, in the absence of corresponding Vietnamese Technical Regulations, current IEC 62321 standards (Electrotechnical products – Determination of levels of six regulated substances) shall be temporarily applied to assess hazardous substance content.
