The Ministry of Information and Communications (MIC) has issued the 2nd Draft of QCVN 134:2024/BTTTT after receiving comments from relevant Ministries, agencies, organizations, and individuals. Below is a summary of the amendments and supplements compiled by Phuc Gia; we kindly invite our customers to follow the information provided below.
QCVN 134:2024/BTTTT was officially issued along with Circular No. 19/2024/TT-BTTTT, signed on December 31, 2024.

The 2nd draft amends the name of QCVN 134:2024/BTTTT to “National Technical Regulation on Specific Absorption Rate (SAR) for Handheld and Body-worn Wireless Communication Devices,” replacing the first draft (which only applied to mobile phones). In this new draft, several amendments are as follows:
1. Implementation Roadmap
The 2nd draft of QCVN 134:2024/BTTTT adds details regarding the implementation roadmap, helping relevant agencies, organizations, and individuals quickly update information to timely meet the requirements of the regulation. Specifically:
- From July 1, 2026, mobile phone devices must comply with QCVN 134:2024/BTTTT before being circulated on the market.
- From July 1, 2026, radio equipment within the scope of QCVN 134:2024/BTTTT must comply with this regulation before being circulated on the market.
- Enterprises, organizations, and individuals are allowed to choose testing according to QCVN 134:2024/BTTTT for conformity certification and declaration of conformity purposes starting from July 1, 2025.
2. Scope of Application
The 2nd Draft of QCVN 134:2024/BTTTT expands the regulatory scope; accordingly, “radio equipment with a power greater than 20W and used at a distance of less than 200mm from humans” must meet these technical regulations before being circulated on the market (in the previous draft, it applied only to mobile phones). This regulation does not apply to implantable medical devices.
The HS codes for these products are specified in Appendix A (for products not yet listed in Appendix A but required to comply with QCVN 134:2024/BTTTT, they may be regulated in the Circular issuing the list of potentially unsafe products under the management of the Ministry of Information and Communications).
- 8517.13.00 & 8517.14.00: Terrestrial mobile communication terminals and Fifth Generation (5G) mobile communication terminals.
- 8517.11.00: DECT wireless telephone equipment (applicable only to handsets).
- 8471.30.20: Laptops and portable computers.
- 8471.30.90: Tablets.
3. Interpretation of Terms
In this draft, several concepts have been added and amended as follows:
- English terms have been added for various concepts.
- Amendment to 1.4.36: Changed “Hình nộm (Mannequin)” to “Mô hình giả” (Phantom).
- Amendment to 1.4.52: Changed “Hệ số TX (TX Factor)” to “Hệ số phần phát (Transmittance Factor).”
- Addition of definitions for Generic device (Thiết bị chung), Hand-held device (Thiết bị cầm tay), and Handset (Thiết bị xách tay).
4. Technical Regulations
The 2nd draft of QCVN 134:2024/BTTTT amends the limit levels for the Specific Absorption Rate (SAR). The frequency range has been refined from the initial 4 MHz – 10 GHz to 30 MHz – 6 GHz, with specific limits as follows:

5. Measurement Method
Additional information has been provided for the position of the test sample (3.2.4), requiring compliance with requirement 7.2.4 of IEC 62209-1528:2020, except for section 7.2.4.1.2.
In which, the replacement regulation for section 7.2.4.1.2 is as follows: “The distance between the Equipment Under Test (EUT) and the Flat Phantom is ≤ 5 mm when evaluating SAR for the body, and the distance between the Equipment Under Test (EUT) and the Flat Phantom is 0 mm when evaluating SAR for the limbs.”
