I. APPLICABLE CURRENT TECHNICAL REGULATIONS AND STANDARDS

Phuc Gia Laboratory – The procedures, guidelines, and necessary documents for testing and Certification of Conformity for LED street/road lighting luminaires are regulated by the following documents from the Ministry of Science and Technology (MOST):

Circular No. 08/2019/TT-BKHCN: Circular promulgating the “National Technical Regulation on LED Lighting Products” issued on September 25, 2019 (This Circular took effect from December 31, 2019);
QCVN 19:2019/BKHCN: National Technical Regulation on LED Lighting Products (QCVN 19:2019/BKHCN issued with Circular 08/2019/TT-BKHCN)
Decision No. 1383/QĐ-BKHCN: Rectification of the National Technical Regulation QCVN 19:2019/BKHCN on LED Lighting Products
Decision No. 2711/QĐ-BKHCN: On the Announcement of Group 2 Products and Goods under the Management Responsibility of the Ministry of Science and Technology for LED Lamps, issued on December 30, 2022
Decision No. 367/QĐ-BKHCN: On the Amendment and Supplementation of the Group of LED Lighting Products in Decision No. 2711/QĐ-BKHCN

The technical requirements of QCVN 19:2019/BKHCN for LED street/road lighting luminaires are as follows:

II. GUIDELINES FOR TESTING AND CONFORMITY CERTIFICATION OF LED STREET/ROAD LUMINAIRES ACCORDING TO QCVN 19:2019/BKHCN

1. Where to Test for Conformity of LED Street/Road Luminaires according to QCVN 19:2019/BKHCN?

On September 18, 2020, Phuc Gia Testing Laboratory received a Certificate of Registration for Testing Activities for LED products under QCVN 19 by the Directorate for Standards, Metrology and Quality (STAMEQ) – Ministry of Science and Technology (MOST). This registration covers 86 testing criteria as per Decision No. 3084/TĐC-HCHQ dated September 18, 2020, including all necessary testing criteria for LED Street/Road Luminaire conformity.

Therefore, for conformity testing of LED Street/Road Luminaires according to QCVN 19:2019/BKHCN, your enterprise may test at Phuc Gia Testing Laboratory. Contact information is as follows:

2. Should LED Street/Road Luminaires undergo Standard/Regulatory Conformity Certification?

LED Street/Road Luminaires must undergo Regulatory Conformity Certification according to QCVN 19:2019/BKHCN if they meet the following two conditions:

(1) Belong to one of the three HS codes specified in Item 10, Appendix, Decision No. 367/QĐ-BKHCN:

9405.11.99
9405.21.90

(2) Do not belong to the cases stipulated in Clause 1, QCVN 19:2019/BKHCN:

LED lighting equipment on transport vehicles regulated by QCVN 35:2017/BGTVT;
Lighting equipment in lighting structures regulated by QCVN 07-7:2016/BXD;
Lighting equipment in outdoor advertising media regulated by QCVN 17:2018/BXD.

3. What Dossier is Required for Standard/Regulatory Conformity Certification of LED Street/Road Luminaires under QCVN 19:2019/BKHCN?

The required dossier for Standard/Regulatory Conformity Certification of LED Street/Road Luminaires under QCVN 19:2019/BKHCN includes:

a) The enterprise’s application form for Standard Conformity Certification under QCVN 19:2019/BKHCN (Phuc Gia Testing Laboratory will provide this form to the enterprise);

b) Technical documentation (technical description of the equipment, list of components used, circuit diagrams, etc.);

c) Images of the exterior and interior details, photos of the product and component labels (Phuc Gia Testing Laboratory will support taking these photos after testing is complete);

d) User guide documentation for the product (user manual, installation guide);

e) Test reports (Phuc Gia will provide these test reports after the testing process is complete);

f) Business Registration, Trademark Registration (for organizations applying for certification for the first time);

g) Legal documents related to manufacturing activities (for LED products manufactured in Vietnam)

h) Other documents (if any)

4. Validity Period of Standard/Regulatory Conformity Certification for LED Street/Road Luminaires under QCVN 19:2019/BKHCN?

The Standard/Regulatory Conformity Certification for LED Street/Road Luminaires is valid for 3 years.

5. Time Required for Testing and Standard/Regulatory Conformity Certification of LED Street/Road Luminaires under QCVN 19:2019/BKHCN?

Time for testing LED Street/Road Luminaires according to QCVN 19:2019/BKHCN: 10 days per model
Time for certification of LED Street/Road Luminaires according to QCVN 19:2019/BKHCN: 3-7 working days

6. Cost of Standard Conformity Certification for Domestically Manufactured LED Street/Road Luminaires under QCVN 19:2019/BKHCN?

The cost for Standard Conformity Certification for DOMESTIC STREET LUMINAIRES under QCVN 19:2019/BKHCN (valid for 3 years) is: 27 million VND total (15 million VND for the first assessment + 6 million VND for the second assessment + 6 million VND for the third assessment) (Excluding VAT and Testing Fees)

Notes:

For Standard Conformity, pre-existing test reports cannot be used;
Must undergo sampling and testing at a unit with sufficient capacity;
If too many models are registered, the certification body will charge an additional fee for classification and sampling (This will be a few million VND, depending on the case).

7. What are the fees for Standard Conformity Certification for Imported LED Street/Road Luminaires under QCVN 19:2019/BKHCN?

The cost for Standard Conformity Certification for IMPORTED STREET LUMINAIRES under QCVN 19:2019/BKHCN (valid per consignment/lot) is: 8 million VND per consignment/lot (Excluding VAT and Testing Fees)
