1. Scope of Application
According to Decision No. 14/2023/QĐ-TTg, Appendix I stipulates that the energy efficiency testing standard for laptops/notebook computers is:
- TCVN 11848:2021 on Laptops/Notebook Computers – Energy Efficiency
Quoting from Section 1 (Scope of Application) of TCVN 11848:2021, the standard specifies: “This standard stipulates the energy efficiency level and the method for determining energy consumption for notebook computers, two-in-one notebook computers, all-in-one notebook computers, tablet computers, mobile workstations, which are collectively referred to as notebook computers in this standard.”
A Notebook Computer is a computer specifically designed for portability, capable of operating for extended periods both with and without being directly connected to a mains power source. A Notebook Computer utilizes an integrated screen and is able to run on a built-in battery. Furthermore, most Notebook Computers are powered using an External Power Supply (EPS) or an AC adapter and feature an integrated keyboard and pointing device.
Notebook Computers are typically designed to offer functionality comparable to that of desktop computers, which includes running software that performs functions similar to the applications used on standard desktop systems.
Within this standard, docking stations are treated as accessories and are therefore not considered part of the Equipment Under Test (EUT). Tablet computers, which utilize a touchscreen either alongside or in place of other input devices, are classified as Notebook Computers for the purposes of this standard. Additionally, small-form-factor notebook computers, typically characterized by a smaller (limited) screen size and less base memory, also fall under the definition of Notebook Computers within this standard.
2. Energy Efficiency Requirements in the Energy Efficiency Test Report for Laptops/Notebook Computers
In accordance with TCVN 11848:2021, the Energy Efficiency Test Report for Laptops/Notebook Computers must prove that the products meet functional requirements, including: System Sleep Mode Activation Time, Display Sleep Mode Activation Time, and the Typical Energy Consumption (TEC) level (Minimum Energy Performance Standard – MEPS). After receiving the Energy Efficiency Test Report for the Laptop/Notebook Computers, the enterprise will submit the report together with the energy labeling registration file to the Ministry of Industry and Trade to carry out the energy label declaration. After completing the declaration procedures, the enterprise is authorized to affix the energy label in conformity with the information stated in the Declaration of Energy Labeling.
