To manage Lithium batteries for handheld devices such as mobile phones, tablets, and laptops, in line with practical needs and international standards, it is essential to develop and update new regulations that align with global technological advancements. Recognizing this, on July 9th, 2020, the Ministry of Information and Communications issued Circular No. 15/2020/MIC, along with QCVN 101:2020/MIC (amended from QCVN 101:2016/MIC), establishing the National Technical Regulation on Lithium batteries for handheld devices, effective from July 1st, 2021. This demonstrates the government’s focus and commitment to ensuring safety and performance in the use of these batteries.
I. SCOPE
Circular No. 15/2020/MIC (along with QCVN 101:2020/MIC) applies to organizations and individuals, both domestic and foreign, engaged in the production and business of Lithium batteries for handheld devices within the scope of this Regulation in Vietnam.
II. MAIN CONTENTS OF THE CIRCULAR NO. 15:2020/MIC

Attached to this Circular is the National Technical Regulation on Lithium Batteries for Hand-held Equipment (QCVN 101:2020/MIC).

Circular No. 07/2016/MIC dated March 17, 2016, issued by the Minister of Information and Communications on the “National Technical Regulation on Lithium Batteries for Handheld Equipment” will expire on July 1st, 2021.

The Head Office, Director of the Department of Science and Technology (DIST), Heads of agencies and units under the Ministry of Information and Communications (MIC), Directors of Information and Communications Departments of provinces and centrally affiliated cities, and relevant organizations and individuals are responsible for implementing this Circular.
III. MAIN CONTENTS OF QCVN 101:2020/MIC
This regulation includes the minimum technical requirements as the technical basis for the management and quality assessment of Lithium batteries for handheld equipment, including removable or built-in Lithium batteries for mobile phones, tablets, and laptops.
(*) Note: This regulation does not apply to removable Lithium batteries used as power banks.
Some of the changes and additions in QCVN 101:2020/MIC include:
- Adding information that the regulation does not apply to removable Lithium batteries used as power banks.
- QCVN 101:2020/MIC is revised based on IEC 61960-3:2017 and TCVN 11919-2:2017 (AS IEC 62133-2:2017).
- Adding new safety testing criteria, including vibration and shock tests.
IV. DATE OF ISSUANCE
Circular 15/2020/TT-MIC, along with QCVN 101:2020/MIC, came into effect on July 1st, 2021, after the previous version – QCVN 101:2016/MIC expired.
