I. SCOPE

Circular No. 18/2017/MIC. along with QCVN 112:2017/MIC, applies to Vietnamese and foreign agencies, organizations, and individuals engaged in the production, business, and operation of broadband data transmission radio equipment within the scope of this regulation in Vietnam.

Accordingly, relevant organizations and individuals must comply with the regulations on certification and declaration of conformity for broadband data transmission radio equipment, which are subject to inspection by state management authorities under current national technical regulations.

II. MAIN CONTENTS OF CIRCULAR NO. 18/2017/MIC

At the request of the Director General of the Department of Science and Technology, the Minister of Information and Communications issued Circular No. 18/2017/MIC on September 11, 2017, stipulating the National Technical Regulation on Electromagnetic Compatibility for Broadband Data Transmission Radio Equipment (QCVN 112:2017/MIC).

The Chief of Office, the Director General of the Department of Science and Technology, heads of agencies and units under the Ministry of Information and Communications (MIC), Directors of Departments of Information and Communications in provinces and centrally-governed cities, and relevant organizations and individuals are responsible for implementing this Circular.

III. MAIN CONTENTS OF QCVN 112:2017/MIC – NATIONAL TECHNICAL REGULATION NO. 112:2017/MIC

QCVN 112:2017/MIC was developed by the Institute of Posts and Telecommunications Technology, appraised and approved by the Department of Science and Technology, and issued by the Ministry of Information and Communications (MIC) under Circular No. 18/2017/MIC. The technical regulations and measurement methods of QCVN 112:2017/MIC align with standard EN 301 489-17 V2.2.1 (2012-9) of the European Telecommunications Standards Institute (ETSI).

QCVN 112:2017/MIC, together with QCVN 18:2022/MIC, stipulates the electromagnetic compatibility (EMC) requirements for broadband data transmission radio equipment as listed below:

  • Radio communication devices using spread spectrum modulation techniques in the 2.4 GHz band;
  • Radio access equipment operating in the frequency ranges of 5,150 MHz to 5,350 MHz, 5,470 MHz to 5,725 MHz, and 5,725 MHz to 5,850 MHz;
  • High-speed radio access equipment in the frequency band from 57 GHz to 66 GHz; and
  • Equipment for broadband wireless access systems (BWA/WiMAX) in both TDD and FDD modes.

This regulation does not cover technical specifications related to antenna ports or emission limits concerning the casing ports of equipment.

QCVN 112:2017/MIC on electromagnetic compatibility for broadband data transmission radio equipment, combined with QCVN 18:2014/MIC on electromagnetic compatibility for radio communication equipment, sets forth technical requirements on EMC emissions, immunity, measurement conditions, performance evaluation, and quality criteria.

IV. DATE OF ISSUANCE

Circular No. 18/2017/TT-MIC, accompanied by QCVN 112:2017/MIC, the National Technical Regulation on Electromagnetic Compatibility (EMC) for Broadband Data Transmission Radio Equipment, came into effect on July 1st, 2018.
