QCVN 18:2014/MIC was developed and established based on the primary reference document ETSI EN 301 489-1 V1.9.2 (2011-09). However, ETSI EN 301 489-1 V1.9.2 (2011-09) has been updated to ETSI EN 301 489-1 V2.2.3 (2019-11). To ensure international integration and compliance with the latest electromagnetic compatibility (EMC) requirements, the Ministry of Information and Communications (MIC) has revised, updated, and issued Circular No. 22/2022/MIC dated November 29, 2022, along with QCVN 18:2022/MIC on electromagnetic compatibility for radio equipment.

I. SCOPE OF THE CIRCULATION – REGULATION
Circular No. 22:2022/MIC (along with QCVN 18:2022/MIC) applies to Vietnamese and foreign agencies, organizations, and individuals engaged in the manufacturing, trading, and operation of equipment within the scope of this Regulation in the territory of Vietnam.
II. MAIN CONTENTS OF THE CIRCULAR NO. 22:2022/MIC
- Circular No. 21/2014/TT-MIC, dated December 16, 2014, issued by the Minister of Information and Communications, promulgating the “National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment,” ceased to be effective as of July 1, 2023.
- Manufacturers, organizations, and individuals producing or importing radio communication terminal equipment (within the scope of QCVN 18:2022/MIC) are encouraged to adopt QCVN 18:2022/MIC from the effective date of this Circular.
III. MAIN CONTENTS OF QCVN 18:2022/MIC
- QCVN 18:2022/MIC replaces QCVN 18:2014/MIC.
- This regulation specifies general requirements for electromagnetic compatibility (EMC) applicable to radio equipment and related auxiliary devices, excluding broadcast receiving equipment.
- The HS codes of equipment covered by this regulation are detailed in Appendix G of this QCVN.
- The technical specifications and testing methods of QCVN 18:2022/BTTTT align with the ETSI EN 301 489-1 V2.2.3 (2019-11) standard from the European Telecommunications Standards Institute (ETSI).
- Specifications concerning the antenna port of radio equipment and radiated emissions from the enclosure port of radio equipment and combinations of radio equipment and auxiliary devices fall outside the scope of this regulation.
- The relevant specific conditions sections of the ETSI EN 301 489 standard series define the EMC testing arrangements and result evaluation methods specific to each type of radio equipment.
- In cases of discrepancies (e.g., regarding specific conditions, definitions, abbreviations) between this regulation and the relevant specific conditions sections of the ETSI EN 301 489 standard series, the relevant specific conditions sections of the ETSI EN 301 489 standard series shall prevail.
IV. DATE OF ISSUANCE
- Circular No. 22/2022/MIC came into effect on May 1, 2023.
- From July 1, 2023, all domestically manufactured and imported terminal equipment for radio communication devices falling within the scope of QCVN 18:2022/MIC must comply with the requirements specified in this regulation.
