I. SCOPE
Circular No. 15/2023/MIC, accompanied by QCVN 110:2023/MIC, applies to both Vietnamese and foreign organizations and individuals involved in the production and business of E-UTRA mobile communication base station equipment operating wholly or partially within the frequency bands specified by this regulation within the territory of Vietnam.
II. MAIN CONTENTS OF CIRCULAR NO. 15/2023/MIC
At the recommendation of the Director of the Department of Science and Technology, the Minister of Information and Communications issued Circular No. 15/2023/MIC on November 24, 2023, stipulating the National Technical Regulation on E-UTRA Mobile Communication Base Station Equipment – Radio Access Part, which will replace Circular No. 24/2017/MIC upon its effective date.
The Chief of Office, the Director of the Department of Science and Technology, heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial and Municipal Departments of Information and Communications, and all relevant organizations and individuals are responsible for implementing this Circular.
III. MAIN CONTENTS OF QCVN 110:2023/MIC – NATIONAL TECHNICAL REGULATION
QCVN 110:2023/MIC was developed by the Post and Telecommunications Institute of Technology, reviewed by the Department of Science and Technology, appraised by the Ministry of Science and Technology, and issued by the Ministry of Information and Communications under Circular No. 15/2023/MIC.
This regulation supersedes QCVN 110:2017/MIC on E-UTRA Mobile Communication Base Station Equipment – Radio Access Part, issued in 2017.
1. Scope
This regulation specifies the technical requirements for E-UTRA mobile communication base station equipment (HS Code: 8517.61.00) operating in whole or in any part of the frequency bands listed in Table 1.

2. Technical Regulation
The technical requirements of QCVN 110:2023/MIC apply under the environmental operating conditions of the equipment as declared by the manufacturer. The equipment must fully comply with all technical requirements of this regulation when operating within the declared boundary limits of these environmental conditions. Suppliers should declare these conditions following the guidance provided in Annex B of this regulation.
The National Technical Regulation on E-UTRA mobile communication base station equipment – Radio Access Part mandates that manufacturers declare the following: the operating frequency bands of the base station, the frequency bands supporting carrier aggregation, and the RF configurations supported as stipulated in 4.6.8 of ETSI TS 136 141. The technical requirements applicable to BS configurations are specified in Annex A of this regulation.
QCVN 110:2023/MIC includes technical requirements for limit levels and testing methods for:
- Unwanted emissions within the operating band; Adjacent Channel Leakage power Ratio (ACLR);
- Transmitter spurious emissions;
- Maximum output power of the base station;
- Transmitter intermodulation;
- Receiver spurious emissions;
- Blocking characteristics;
- Receiver intermodulation characteristics;
- Adjacent Channel Selectivity (ACS) and narrowband blocking;
- Indoor base station output power to protect adjacent TRA channels;
- Indoor base station output power to protect adjacent E-UTRA channels;
- Indoor base station output power to protect co-channel E-UTRA;
- Standard selectivity level;
- Radiated emissions.
3. Regulatory Provisions under QCVN 110:2023/MIC
- E-UTRA Mobile Communication Base Station Equipment within the scope defined in Section 1.1 must comply with the technical requirements outlined in this regulation.
- Operating Frequencies: Must adhere to the management and usage regulations for radio frequencies in Vietnam.
- Measurement Instruments and Equipment: Must comply with applicable laws on metrology.
IV. DATE OF ISSUANCE
Circular 15/2023/TT-MIC – QCVN 110:2023/MIC comes into effect from July 1, 2024, this circular replaces Circular 24/2017/TT-MIC issued by the Minister of Information and Communications on October 17, 2017, which promulgated the National Technical Regulation on E-UTRA Mobile Communication Base Station Equipment – Radio Access Part.
