QCVN 132:2022/MIC (as IEC 62368-1:2018) was issued by the Ministry of Information and Communications (MIC) under Circular No. 24/2022/MIC on November 30, 2022. It establishes electrical safety requirements for terminal telecommunication and information technology equipment. Organizations engaged in importing, producing, and distributing such equipment must comply with the requirements of this standard before marketing their products.

I. SCOPE
Circular No. 24/2022/MIC, issued alongside QCVN 132:2022/MIC, applies to Vietnamese and foreign organizations and individuals engaged in the production and trading of terminal telecommunication and information technology equipment within the scope of this regulation in Vietnam.
II. CONTENTS OF CIRCULAR NO. 24/2022/MIC
Circular No. 24/2022/MIC was issued at the request of the Director-General of the Department of Science and Technology and promulgated by the Minister of Information and Communications. This Circular was developed based on relevant legal documents, including:
- Law on Standards and Technical Regulations, dated June 29th, 2006;
- Law on Telecommunications dated November 23rd, 2009;
- Law on Radio Frequency dated November 23rd, 2009;
- Decree No. 127/2007/GOV dated August 1st, 2007 of the Government detailing and guiding the implementation of certain articles of the Law on Standards and Technical Regulations;
- Decree No. 78/2018/GOV dated May 16th, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/GOV dated August 1st, 2007;
- Decree No. 48/2022/GOV dated July 26th, 2022 of the Government defining the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications.
Circular No. 24 includes the National Technical Regulation on electrical safety for telecommunication and information technology terminal equipment (QCVN 132:2022/MIC). It replaces Clause 21, Article 1 of Circular No. 18/2010/MIC concerning the National Technical Regulation on electrical safety for telecommunication terminal equipment (QCVN 22:2010/MIC).
III. CONTENTS OF QCVN 132:2022/MIC (AS IEC 62368-1:2018)
The National Technical Regulation QCVN 132:2022/MIC on Electrical Safety for Telecommunication and Information Technology Terminal Equipment was drafted by the Radio Frequency Directorate, submitted by the Department of Science and Technology, appraised by the Ministry of Science and Technology (MOST), and issued by the Minister of Information and Communications (MIC) under Circular 24/2022/MIC.
This regulation replaces the technical provisions in Section 2.4 of QCVN 22:2010/MIC, the National Technical Regulation on Electrical Safety for Telecommunication Terminal Equipment. QCVN 132:2022/MIC is based on IEC standards.
QCVN 132:2022/MIC specifies electrical safety requirements for telecommunication and information technology terminal equipment. The HS codes of devices covered by this regulation are as follows:
- 8517.11.00 – Cordless telephone devices for wireless subscriber extension (DEC)
- 8471.41.10 – Desktop computers (desktop PCs)
- 8528.71.11, 8528.71.19, 8528.71.91, 8528.71.99 – Cable television signal decoders using digital technology
- 8528.71.11, 8528.71.19, 8528.71.91, 8528.71.99 – Set-top boxes in IPTV networks
- 8528.72.92, 8528.72.99 – Integrated display devices with digital terrestrial television signal reception (DVB-T2 iDTV)
- 8517.62.49 – Amplifier devices in cable television distribution systems
- 8517.11.00 – Cordless telephone devices (wireless subscriber extension type)
- 8471.30.20 – Laptops (laptop PCs, notebook PCs)
- 8471.30.90 – Tablets (tablet PCs)
The National Technical Regulation QCVN 132:2022/MIC on Electrical Safety for Telecommunication and Information Technology Terminal Equipment stipulates three main technical requirements as follows:
- Main Requirements: Emphasizing the design, installation, and use of components to ensure safety and efficiency under normal and abnormal conditions. It also addresses the use of protective measures to minimize the risk of injury or damage to users. Specifically, this includes requirements for Energy Source Classification, Protection against Energy Sources, protection measures related to Explosion, Fixing Conductive Materials, Devices for Direct Plug-in into Mains Sockets, and risks of Fire or Electric Shock due to contact with conductive materials. Requirements for components are also specified.
- Protection Requirements for Human Electrical Safety: To reduce the potential effects and injuries caused by electrical current passing through the human body, devices will be equipped with predefined safety measures. This includes requirements for Classification and Limits of Electrical Energy Sources, Protection against Electrical Energy Sources, Insulation Materials and their requirements, components such as protective measures, Current in Protective Conductors, Potential Touch Voltage, Touch Current, and Current in Protective Conductors.
- Protection against Fire Caused by Electricity: To reduce the risk of injury or property damage caused by fires originating inside the device, the device must be equipped with the protection measures specified by law. This includes requirements for Power Source Classification (PS) and Potential Ignition Source (PIS), Fire Protection Measures in Normal and Abnormal Conditions, Fire Protection in Single Fault Conditions, Internal and External Wiring Systems, and Fire Protection for Connections to Additional Devices.
Telecommunication and information technology terminal equipment falling under the scope of this regulation must comply with the technical requirements outlined in QCVN 132:2022/MIC. Measurement devices and instruments must comply with the applicable regulations on measurement in current law.
The regulation also specifies that relevant organizations and individuals are responsible for compliance with regulations on conformity declaration for telecommunication terminal equipment and are subject to inspection by the competent state authorities following current regulations.
Regarding the implementation of QCVN 132:2022/MIC, it is stated that “Results of testing by national and international testing organizations recognized in compliance with ISO/IEC 17025, according to the technical requirements of IEC 62368-1:2018, are accepted for assessing conformity to this regulation until further guidance from the Ministry of Information and Communications (MIC). If changes or additions occur in the provisions of this regulation, they must be followed as per the new documents.”
IV. DATE OF ISSUANCE
Circular No. 24/2022/MIC – QCVN 132:2022/MIC on Electrical Safety for Telecommunication and Information Technology Terminal Equipment will come into effect from January 1st, 2024.

On November 17, 2023, the Ministry of Information and Communications (MIC) issued Decision No. 2278/MIC, designating Phuc Gia Inspection & Testing Center – Phuc Gia Laboratory Corporation as an authorized testing organization for Lithium Battery testing according to QCVN 101:2020/MIC and electrical safety for telecommunication and information technology terminal equipment under QCVN 132:2022/MIC; IEC 62368-1:2018.
As such, Phuc Gia is authorized to fully test 9 products according to QCVN 132:2022/BTTTT, including desktop computers, laptops, tablets, Integrated Digital TV (iDTV) devices with DVB-T2 signal reception, DECT wireless telephones, Set Top Boxes, amplifiers in cable TV distribution systems, and wireless telephones.
