I. SCOPE
This regulation applies to:
- Organizations and individuals involved in the manufacturing, importation, distribution, and retailing (businesses) of household electrical and electronic devices;
- State management agencies and other relevant organizations and individuals.
II. MAIN CONTENTS
QCVN 9:2012/MOST – “National Technical Regulation on Electromagnetic Compatibility (EMC) for Household and similar Electrical and Electronic devices”, issued by the Ministry of Science and Technology (MOST) under Circular No. 11/2012/MOST dated April 12th, 2012, contains the following main provisions:
Scope of Application:
This technical regulation specifies the technical and management requirements for limits on electromagnetic interference emitted by household electrical and electronic devices and similar purposes (immunity requirements for these devices are not covered).
Technical and Management Requirements:
From April 12th, 2012, products listed in the table below must:
- Bear product labels in compliance with the legal requirements on labeling;
- Undergo testing and obtain conformity certification according to QCVN 9:2012/MOST, display the conformity mark (CR mark), and
- Be subject to market inspection by quality control authorities as required by this regulation.

Amendment and Supplement in 2018: Circular No. 07/2018/MOST issued Amendment 1:2018 to QCVN 9:2012/MOST – National Technical Regulation on Electromagnetic Compatibility (EMC) for Electrical and Electronic Equipment for Household and Similar Purposes, issued by the Ministry of Science and Technology on June 6, 2018. This amendment adds 4 additional product categories to the list of products under electromagnetic compatibility regulation, including:

- Amendments and supplements in 2022: Circular No. 01/2022/MOST amends Circular No. 07/2018/MOST and Circular No. 08/2019/MOST issued by the Minister of the Ministry of Science and Technology (MOST) on February 16, 2022.
- Decision No. 1983/STAMEQ – Decision on the issuance of guidance for certification of compliance with the national technical regulation QCVN 9:2012/MOST on electromagnetic compatibility (EMC) for electrical and electronic appliances and similar purposes, issued by the Ministry of Science and Technology (MOST) on October 15, 2014.
III. DATE OF ISSUANCE
- QCVN 9:2012/MOST, along with Circular No. 11/2012/TT-MOST, has been in effect since June 1, 2012.
- Circular No. 07/2018/TT-MOST, which issued Amendment 1:2018 to QCVN 9:2012/MOST – National Technical regulation on EMC for household and similar Electrical & Electronic devices, has been in effect since September 1, 2018.
- Circular No. 01/2022/TT-MOST, which amends and supplements certain provisions of Circular No. 07/2018/TT-MOST and Circular No. 08/2019/TT-MOST, has been in effect since April 1, 2022.
