LED Light Energy Efficiency Testing is being of interest to importers because as of January 1st, 2020, companies are required to Test Energy Efficiency and Declare LED Energy Labeling. Here’s what you need to know about the LED Energy Efficiency Testing that Phuc Gia wants to share with you!

1) When is a company required to Test LED Energy Efficiency and Declare LED Energy Labeling?

Based on the minimum Energy Efficiency level for the list of means and equipment subject to Energy Labeling according to regulations and implementation schedule (Decision No. 04/2017/QD-TTG).

  • In Clause 1, Article 1, Decision No. 04/2017/QD-TTG clearly states that LED lights are on the list of means and equipment subject to energy labeling and application of minimum energy efficiency.
  • Quote from point b, Clause 1, Article 2 of Decision No. 04/2017/QD-TTG regulates the implementation schedule of energy labeling with the content: “Implementation of voluntary energy labeling until the end of December 31st, 2019 for: LED products, hot water heaters with reserve tanks”

=> This means companies are allowed to Test LED Energy Efficiency and Voluntary LED Energy Labeling until December 31st, 2019. From January 1st, 2020, companies are required to Test Energy Efficiency and Declare Energy Labeling for LED lights.

2) Does the Ministry of Industry and Trade have any documents guiding companies to implement the Energy Labeling Declaration for LED lights?

On December 27th, 2018, the Ministry of Industry and Trade issued Decision No.4889/MOIT regulates the Publication of Technical Standards and issues guidelines for the Declaration of Efficiency and Energy Labeling applicable to the program of Energy Labeling for LED lighting products. Including the areas of application, testing standards, subjects must carry out energy labeling procedures, as well as technical requirements for LEB lights involved in the energy labeling program …

3) Which LED lights are under the National Energy Labeling Program?

Pursuant to Decision No. 4889/QD-BCT, Article 2, Chapter I regulates energy efficiency testing standards of LED lights labeled as:

Quote from Section 1 (Areas of application) of TCVN 11844:2017 has the following provisions:

 “This standard regulates energy efficiency levels for self-ballasted LED lights with E27 and B22 heads and double-headed LED lights designed to replace tubular fluorescent lights with G5 AND G13 heads, used for general purposes, with a power of up to 60 W, a nominal voltage not exceeding 250 V.”

Therefore, the LED lights of the energy labeling program must meet all 3 following factors:

  • LED lights with lamp head code is one of the following lamp head codes: E27, B22, G5 and G13
  • LED lights with power up to 60 W
  • LED lights with nominal voltage not exceeding 250 V

If LED lights lack at least one of the three criteria above will be part of the voluntary energy labeling program and no mandatory declaration and labeling is required.

4) Which laboratories are designated by the Ministry of Industry and Trade to Test Energy Efficiency of LED Lights?

Phuc Gia – Vilas 1212 Laboratory is one of the units designated by the Ministry of Industry and Trade to test Energy Efficiency of LED Lights under the certificate of registration of energy efficiency testing No. 2181/GCN-BCT.

5) What technical requirements are required for LED lights in the Energy Labeling Program?

According to section 5, chapter II, Decision 4889/QD-BCT – Technical requirements for LED lights in the energy labeling program:

Technical requirements for LED lights in the energy labeling program include:

5.1. Capacity: The measured average value cannot exceed 108% of the nominal value. The measured value of all samples shall not be greater than 115% but not less than 85% of the nominal value.

5.2. Lights luminous flux: The measured average value shall not be less than 90% of the nominal value, and the measured value of all samples shall be greater than or equal to 85% of the nominal value.

5.3. Minimum lifetime is: 12,000 hours

5.4. Safety requirements

Products participating in the energy labeling program must ensure safety requirements according to current regulations:

5.5. Energy efficiency

The energy efficiency is calculated as the ratio of the measured initial luminous flux to the measured initial power.

For self-ballasted LED lights with E27 and B22 heads and double-headed LED lights designed to replace tubular fluorescent lighst with G5 and G13 heads, the Energy efficiency levels shall not be lower than those specified in Tables 1 and Table 2

Other types of LED lights: No minimum energy efficiency level regulated.

In addition, according to Section 4 – TCVN 11844: 2017, LED lights should ensure the following technical standards:

  • Initial power: The measured value should not exceed 107.5% of the nominal value & The measured value of all samples must not be greater than 110% but not less than 90% of the nominal value.
  • Initial luminous flux: The average value measured should not be less than 92.5% of the nominal value, and the measured value of all samples must be greater than or equal to 90% of the nominal value.
  • Energy efficiency: The calculated average value of all samples must be greater than or equal to the values ​​specified in Tables 1 and Table 2, respectively.
  • Color rendering index (CRI): The color rendering index must be greater than or equal to 80 & The measured value of all samples must be greater than or equal to the nominal value minus 3.
  • Lumen Maintenance Factor: The luminous flux value measured at 25% of the nominal lifetime (with a maximum of 6000 hours) shall not be less than the luminous flux value relative to the lumen maintenance factor corresponding to the maximum lifetime as determined and provided by the manufacturer or authorized dealer
  • Lifetime: The manufacturer must declare the life of the product, with a minimum value of 20,000 hours.

6) How many samples does it take for companies to bring to the Testing Laboratory for Energy Efficiency Testing?

According to Table 1, Section 4.1 – TCVN 11844: 2017, the minimum number of typical test samples is 5.

Therefore, to test the Energy Efficiency of LED lights, companies need to bring a minimum of 5 samples to the Testing Laboratories to conduct Energy Efficiency Test for LED lights.

9) 14 Required Information Must Be Displayed On LED Lights Packaging?

According to Section 7, Chapter II, Decision No. 4889 / QD-BCT, all LED lighting products registered to participate in the energy labeling program, the packaging of LED lighting products must show 14 following information:

6) Frequency (Hz)

8) CCT, CRI indicators (applicable to modules, LED lights emit white light)

9) Color temperature (°K)

10) Lifetime: calculated in hours (h)

11) Energy efficiency (lm/W)

12) Power factor

13) Power consumption after 1000 hours: (kWh)

14) Warranty period: (years)

In addition, the Ministry of Industry and Trade also states that the implementation of the energy labeling and the information on the product packaging must contain all of the above-mentioned specifications and the parameters must be placed close to each other.
