Circular 54/2025/TT-BKHCN Regulating the Inspection, Calibration, and Testing of Measuring Instruments and Measurement Standards

On December 31, 2025, the Ministry of Science and Technology (MOST) promulgated Circular 54/2025/TT-BKHCN regulating the inspection, calibration, and testing of measuring instruments and measurement standards. This Circular shall take effect from February 15, 2026, and shall repeal several articles of Circular No. 13/2023/TT-BKHCN, Circular No. 07/2024/TT-BKHCN, and Circular No. 07/2025/TT-BKHCN.

1. Scope of Regulation

Circular 54/2025/TT-BKHCN regulates the inspection, calibration, and testing of measuring instruments and measurement standards; the order and procedures for designating implementing organizations; the certification of measurement standards; the issuance of inspector cards; the management of certificates; and the responsibilities of relevant organizations and individuals.

2. Subjects of Application

The subjects of application for Circular 54/2025/TT-BKHCN include:

a. Organizations providing inspection, calibration, and testing services for measuring instruments and measurement standards (hereinafter collectively referred to as inspection, calibration, and testing service providers).

b. Designated organizations for inspection, calibration, and testing of Group 2 measuring instruments and measurement standards used directly to inspect designated Group 2 measuring instruments (hereinafter collectively referred to as designated inspection, calibration, and testing organizations).

c. Other relevant state agencies, organizations, and individuals.

3. New Points and Highlights of Circular 54/2025/TT-BKHCN

Circular 54/2025/TT-BKHCN includes several adjustments regarding the designation procedures for inspection, calibration, and testing of measuring instruments; certification of measurement standards; certification of inspectors; and stamps, seals, and calibration certificates.

(1) Standardization of the designation process for inspection, calibration, and testing organizations

The Circular establishes a unified legal framework for designating organizations to perform inspection, calibration, and testing activities. It specifies the components of the dossier, the processing sequence, implementation procedures, and the resolution timeframe.

Organizations seeking designation must prove their competence regarding equipment, specialized personnel, and a quality management system compliant with TCVN ISO/IEC 17025.

The designation decision is valid for 05 years, serving as the basis for the regulatory authority to conduct periodic competence re-evaluations.

(2) Specific regulations on certification of measurement standards used for Group 2 measuring instruments

The content regarding the certification of measurement standards used directly for the inspection of Group 2 measuring instruments is regulated in a separate chapter. This group of measuring instruments requires high levels of accuracy and reliability. This addition ensures metrological traceability and enhances the accuracy and reliability of inspection results.

(3) Improvement of the management mechanism for metrology inspectors

Circular 54/2025/TT-BKHCN clarifies professional conditions and procedures for the issuance, extension, and revocation of metrology inspector cards. It also specifies the professional responsibilities of inspectors during their duties. Possessing a valid inspector card is a mandatory requirement for individuals performing inspection activities within their assigned scope.

(4) Transparency and digitalization of inspection, calibration, and testing certificates

Requirements related to forms, certificate content, and inspection/calibration stamps are more clearly defined. In addition to traditional paper copies, certificates can be issued in electronic or digital formats while maintaining legal validity. This regulation facilitates storage and retrieval, aligning with the digital transformation orientation in state management of metrology.

(5) Strengthening the responsibilities of organizations, individuals, and regulatory authorities

Circular 54/2025/TT-BKHCN clearly defines the obligations of designated organizations, metrology inspectors, and specialized regulatory authorities in complying with technical processes, dossier management, reporting, as well as inspection and supervision tasks. This mechanism contributes to enhancing transparency, tightening discipline, and ensuring that metrological activities are performed according to regulations.

4. Implementation Effectiveness

Circular 54/2025/TT-BKHCN regulating the inspection, calibration, and testing of measuring instruments and measurement standards shall take effect from February 15, 2026. Accordingly, Circular No. 24/2013/TT-BKHCN shall expire from the date this Circular takes effect.

4.1. Provisions expiring as of February 15, 2026

  • Clause 1, Article 2 of Circular No. 13/2023/TT-BKHCN repealing several legal documents;
  • Article 18 of Circular No. 07/2024/TT-BKHCN amending and supplementing several articles in legal documents under its authority;
  • Articles 4, 5, 6, 7, 8, and Article 9; Part A (Administrative procedures in the field of metrology) and Form No. 01, Form No. 02, Form No. 03, Form No. 04, Form No. 05 in Part A of the Appendix issued with Circular No. 07/2025/TT-BKHCN regulating the decentralization and demarcation of authority when organizing two levels of local government in the fields of standards, metrology, and quality under state management;

Note: In case the legal documents cited for application in Circular 54/2025/TT-BKHCN are amended, supplemented, or replaced by other legal documents, the amending, supplementing, or replacing documents shall apply.

4.2. Transitional Provisions

a. For applications and dossiers received by competent authorities or persons before the effective date of Circular 54/2025/TT-BKHCN that have not been resolved, the said authorities or persons shall continue to process them according to the legal regulations at the time of receipt.

b. Documents and papers issued or granted by competent authorities, persons, or relevant organizations before the effective date of Circular 54/2025/TT-BKHCN that have not expired or exceeded their usage term shall continue to be applied and used according to the law until the expiration of the term or until adjusted, replaced, canceled, or re-granted by the competent authorities, persons, or relevant organizations specified in this Circular.

c. In case there is a change in the authority or person performing administrative procedures when this Circular takes effect, the authority or person shall be responsible for:

  • Inheriting the entire results resolved by the authority or person prior to the effective date of this Circular;
  • Not requiring organizations or individuals to re-submit already submitted dossiers;
  • Not re-performing steps in administrative procedures that were completed before the effective date of this Circular.
