Phuc Gia Lab officially receive designation from the Ministry of Science and Technology to carry out Electromagnetic Compatibility (EMC) testing activities for household electrical – electronic products and similar purposes according to QCVN 9:2012/BKHCN and Amendment 1:2018 QCVN 9:2012/BKHCN. Phuc Gia is also designated as an organization to carry out multi-sector testing in the electrical – electronic field, including technical criteria for electrical safety and electromagnetic compatibility (EMC) for lighting products using LED technology, in accordance with the national technical regulation QCVN 19:2019/BKHCN. At the same time, Phuc Gia is designated to test electrical safety according to QCVN 4:2009/BKHCN and the safety and management requirements for electrical equipment used in household electrical installations and similar systems according to QCVN 25:2025/BKHCN.

1. Decision on the Designation of a Testing Laboratory
On December 15, 2020, the Directorate for Standards, Metrology and Quality (STAMEQ) – Ministry of Science and Technology (MOST) issued Decision No. 2483/QĐ-TĐC, providing the designation for Phuc Gia Lab as a testing laboratory. The designation authorizes multi-sector testing operations in the electrical – electronic field, including technical criteria for electrical safety and electromagnetic compatibility (EMC) for LED-based lighting products, in accordance with national technical regulation QCVN 19:2019/BKHCN and current legal regulations related to product and goods quality management, for the products, goods, and corresponding tests in the accompanying Appendix list.
On October 28, 2021, the Directorate for Standards, Metrology and Quality (STAMEQ) – Ministry of Science and Technology (MOST) issued Decision No. 1951/QĐ-TĐC, granting designation to Phuc Gia Lab as a testing laboratory. This scope includes multi-sector testing operations in the electrical – electronic field, covering technical criteria for Electrical Safety (ES), Electromagnetic Compatibility (EMC), Electromagnetic Immunity, and Photobiological Safety for lighting products, compliant with national technical regulation QCVN 19:2019/BKHCN and current legal regulations for product and goods quality management, for the products, goods, and corresponding tests in the accompanying Appendix list.
On December 13, 2022, the Directorate for Standards, Metrology and Quality (STAMEQ) – Ministry of Science and Technology (MOST) issued Decision No. 2117/QĐ-TĐC, extending the designation of Phuc Gia Lab as a testing laboratory. The authorized scope includes multi-sector testing operations in the electrical – electronic field, covering technical criteria for Electrical Safety (ES), Electromagnetic Compatibility (EMC), Electromagnetic Immunity, and Photobiological Safety for lighting products, fully compliant with national technical regulation QCVN 19:2019/BKHCN and current legal regulations for product and goods quality management, for the products, goods, and corresponding tests in the accompanying Appendix list (Relocated to: Phuc Gia Testing and Inspection Center – Long Bien ICD, No. 01 Huynh Tan Phat, Sai Dong B Industrial Park, Long Bien Ward, Hanoi City, Vietnam).
On September 26, 2025, the Ministry of Science and Technology (MOST) issued Decision No. 2899/QD-BKHCN, providing designation to the Phuc Gia Testing and Inspection Center – Phuc Gia Laboratory Corporation to perform testing of technical criteria for Electrical Safety, Photobiological Safety, Electromagnetic Compatibility (EMC), and Radio Frequency for household electrical – electronic, office, telecommunications, and information technology products. Accordingly, this designation from the Ministry of Science and Technology authorizes Phuc Gia® to test electrical – electronic equipment according to the following technical regulations:
- QCVN 4:2009/BKHCN for household electrical appliances and similar and related standards;
- QCVN 25:2025/BKHCN for electrical equipment used for household electrical installations and similar systems and related standards;
- QCVN 19:2019/BKHCN for types of lighting equipment and related standards;
- TCVN 13079-1:2020 (IEC 62471:2006), TCVN 13080:2020 (IEC TR 62778:2014) on photobiological safety for lamps and lamp systems;
- QCVN 9:2012/BKHCN for household electrical appliances and similar and related standards;
- QCVN 94:2015/BTTTT; QCVN 103:2016/BTTTT; QCVN 113:2017/BTTTT; QCVN 114:2017/BTTTT; QCVN 119:2019/BTTTT for radio and telecommunications equipment;
- QCVN 47:2015/BTTTT; QCVN 73:2013/BTTTT; QCVN 74:2020/BTTTT; QCVN 122:2020/BTTTT for radio and telecommunications equipment.

2. Certificate of Registration for Testing Operations
On September 18, 2020, the Directorate for Standards, Metrology and Quality (STAMEQ) – Ministry of Science and Technology (MOST) granted a Certificate of Registration for Testing Operations to Phuc Gia Laboratory Corporation (Phuc Gia Lab). This certificate authorizes the execution of multi-sector testing operations in the electrical – electronic field, including technical criteria for electrical safety and electromagnetic compatibility (EMC) for LED-based lighting products, in accordance with national technical regulation QCVN 19:2019/BKHCN and current legal regulations on product and goods quality management, per Decision No. 3084/TĐC-HCHQ for the products, goods, and corresponding tests in the accompanying Appendix list.
On July 16, 2021, the Directorate for Standards, Metrology and Quality (STAMEQ) – Ministry of Science and Technology (MOST) granted a Certificate of Registration for Testing Operations for Electromagnetic Compatibility (EMC) for household electrical – electronic products and similar purposes per QCVN 9:2012/BKHCN and Amendment 1:2018 QCVN 9:2012/BKHCN to Phuc Gia Laboratory, with the list of products detailed in the appendix attached to Certificate No. 2242/TĐC-HCHQ.
On October 28, 2021, the Directorate for Standards, Metrology and Quality (STAMEQ) – Ministry of Science and Technology (MOST) granted a Certificate of Registration for Testing Operations for Electromagnetic Compatibility (EMC), supplementing testing operations for comprehensive multi-sector applications in the electrical – electronic field for the products, goods, and corresponding tests specified in the appendix attached to Certificate No. 3206/TĐC-HCHQ.
On December 13, 2022, the Directorate for Standards, Metrology and Quality (STAMEQ) – Ministry of Science and Technology (MOST) granted a Certificate of Registration for Testing Operations to Phuc Gia Lab, registering supplementary testing operations for comprehensive multi-sector applications in the electrical – electronic field under Certificate No. 3617/TĐC-HCHQ for the products, goods, and corresponding tests in the accompanying Appendix list.
Specifically, this designation (Certificate of Registration for Testing Operations) for comprehensive multi-sector applications in the electrical – electronic field covers the following tests:
- Electrical safety: Fixed general-purpose luminaires (surface-mounted – recessed), Luminaires for road and street lighting, Portable general-purpose luminaires, Floodlights, Self-ballasted LED lamps for general lighting services operating at voltages greater than 50V, Double-capped LED lamps designed to replace linear fluorescent lamps;
- Photobiological safety: Lamps and lamp systems;
- Electronic compatibility (EMC) for household electrical and electronic equipment and similar purposes using single-phase power input, with a rated input current limit ≤ 32A: Handheld motor-operated drills, Vacuum cleaners, Refrigerators, freezers, Air conditioners, Hair dryers, Blenders, meat grinders, juicers, hand mixers, Electric stoves (including induction hobs), Instantaneous water heaters (direct water heaters), Washing machines / Clothes dryers, Microwaves (including combination types);
- Electromagnetic Interference (EMI): LED lamps/ Self-ballasted lamps and lighting equipment;
- Electro Magnetic Susceptibility (EMS): General lighting equipment.
On September 26, 2025, the Ministry of Science and Technology (MOST) granted Certificate No. 398/GCN-BKHCN. Accordingly, Phuc Gia Laboratory Corporation is authorized to perform testing operations for the technical criteria regarding:
- ES and EMC for household electrical appliances, lighting equipment, and similar equipment;
- ES for electrical equipment used for household electrical installations and similar systems;
- Photobiological safety for lamps and lamp systems;
- EMC for radio and telecommunications equipment;
- Radio Frequency (RF) technical requirements for information and telecommunications equipment.
