Decision No. 2899/QĐ-BKHCN on the Designation of a Conformity Assessment Body

On September 26, 2025, the Ministry of Science and Technology issued Decision No. 2899/QĐ-BKHCN, designating the Phuc Gia Testing and Inspection Center – Phuc Gia Laboratory Corporation to perform testing of technical parameters for Electrical Safety, Photobiology Safety, Electromagnetic Compatibility (EMC), and Radio Frequency (RF) for household, office, telecommunications and information technology electrical – electronic products.

1. List of technical regulations designated for testing according to Decision No. 2899/QĐ-BKHCN

Phuc Gia® is designated by the Ministry of Science and Technology to perform testing of technical parameters for products and goods in accordance with corresponding national technical regulations and current legal regulations related to product and goods quality management per Decision No. 2899/QĐ-BKHCN (The list of products, goods, and tests, and the corresponding applicable technical standards for the designated testing are specified in the Appendix attached to this Decision).

Accordingly, Phuc Gia® is designated by the Ministry of Science and Technology to perform testing for electrical – electronic equipment according to the following technical regulations:

Testing of Household and office electrical – electronic equipment according to: QCVN 9:2012/BKHCN, QCVN 19:2019/BKHCN, QCVN 4:2009/BKHCN and QCVN 25:2025/BKHCN.
Testing of Telecommunications and information technology equipment according to: QCVN 94:2015/BTTTT; QCVN 103:2016/BTTTT; QCVN 113:2017/BTTTT; QCVN 114:2017/BTTTT; QCVN 119:2019/BTTTT; QCVN 47:2015/BTTTT; QCVN 73:2013/BTTTT; QCVN 74:2020/BTTTT; QCVN 122:2020/BTTTT.

2. Detailed list of products and goods designated for testing by Decision No. 2899/QĐ-BKHCN

Phuc Gia® is designated by the Ministry of Science and Technology to perform testing of products and goods for Electrical Safety, Photobiology Safety, Electromagnetic Compatibility and Radio Frequency (RF) according to Decision No. 2899/QĐ-BKHCN. The testing scope includes household, office electrical – electronic equipment and telecommunications, information technology equipment. Specifically, the products designated for testing include:

(1) Electrical Safety:

Electric irons;
Electric ovens, electric grills;
Electrical appliances for heating liquids;
Electric water boilers and storage heaters;
Appliances for skin or hair care;
Microwave ovens;
Instantaneous water heaters;
Immersion water heaters;
Electric fans;
Fixed general-purpose luminaires (surface-mounted – recessed);
Portable general-purpose luminaires;
Self-Ballasted LED Lamps for general lighting purposes operating at voltages greater than 50V;
Doubled-Capped LED Lamps designed to replace linear fluorescent lamps;
Socket-outlets and Plugs;
Switching devices, electrical switches;
Circuit-breakers for overcurrent protection for household use (MCB);
Residual current operated circuit-breakers (RCCB);
Residual current operated circuit-breakers with integral overcurrent protection (RCBO).

(2) Photobiology Safety:

Lamps and lamp systems (Lighting products using LED technology)

(3) Electromagnetic Compatibility (EMC):

Household electrical appliances, electric tools and similar apparatus;
General lighting equipment;
Microwave ovens and combination microwave ovens;
Ultra-wideband (UWB) equipment;
Base station equipment, repeaters and auxiliary equipment in GSM, W-CDMA FDD and LTE mobile communication systems;
DECT equipment;
Fixed radio transmission equipment and auxiliary equipment;
Maritime radio communication and navigation equipment.

(4) Electrical – Electronic Testing (Radio Frequency):

Radio transmitters, transceivers;
Short Range Device/Equipment operating in the 25 MHz – 1 GHz band;
Short Range Device/Equipment operating in the 1 GHz – 40 GHz band;
Low Power Wide Area Network (LPWAN) radio equipment operating in the 920 MHz to 923 MHz band.

Decision No. 2899/QĐ-BKHCN is effective for 05 years from the date of signing. Phuc Gia Laboratory Corporation is responsible for performing certification to serve state management upon request and must comply with the regulations and guidance of the competent state authority and bear full responsibility for the conformity assessment results performed by its unit.
