Registration Certificate for Testing Activities No. 398/GCN-BKHCN

On September 26, 2025, the Ministry of Science and Technology issued Certificate No. 398/GCN-BKHCN. This certificate authorizes Phuc Gia Laboratory Corporation to conduct testing activities for key technical parameters, including Electrical Safety, Photobiology Safety, Electromagnetic Compatibility (EMC), and Radio Frequency (RF). The scope covers household, office, telecommunications and information technology electrical – electronic products.

1. List of Technical Regulations Designated for Testing under Certificate No. 398/GCN-BKHCN

According to Certificate No. 398/GCN-BKHCN, Phuc Gia® is designated by the Ministry of Science and Technology (MOST) for testing household, office, telecommunications and information technology electrical – electronic equipment, with a significantly expanded testing scope that adds 11 new national technical regulations. The details are as follows:

Testing of Household and office electrical – electronic equipment according to: QCVN 9:2012/BKHCN, QCVN 19:2019/BKHCN, QCVN 4:2009/BKHCN and QCVN 25:2025/BKHCN.
Testing of Telecommunications and information technology equipment according to: QCVN 94:2015/BTTTT; QCVN 103:2016/BTTTT; QCVN 113:2017/BTTTT; QCVN 114:2017/BTTTT; QCVN 119:2019/BTTTT; QCVN 47:2015/BTTTT; QCVN 73:2013/BTTTT; QCVN 74:2020/BTTTT; QCVN 122:2020/BTTTT.

2. Detailed Scope of Products and Goods Designated for Testing under Certificate No. 398/GCN-BKHCN

Phuc Gia® is designated by the Ministry of Science and Technology (MOST) to conduct testing for products and goods covering Electrical Safety, Photobiology Safety, Electromagnetic Compatibility (EMC), and Radio Frequency (RF) per Certificate No. 398/GCN-BKHCN. The testing scope includes household and office electrical – electronic (E&E) equipment, as well as telecommunications and information technology equipment. Specifically, the designated product scope for testing includes:

(1) Electrical Safety:

Electric irons

Electric ovens, electric grills

Electrical appliances for heating liquids

Electric water boilers and storage heaters

Appliances for skin or hair care

Microwave ovens

Instantaneous water heaters

Immersion water heaters

Electric fans

Household electrical appliances and similar equipment

Fixed general-purpose luminaires (surface-mounted – recessed)

Luminaires for street and road lighting

Portable general-purpose luminaires

Mains socket-outlet mounted nightlights

Floodlights

Self-Ballasted LED Lamps for general lighting (voltage > 50V)

Doubled-Capped LED Lamps (designed as replacements for Linear Fluorescent Lamps)

Socket-outlets and Plugs

Switching devices, electrical switches

Circuit-breakers for overcurrent protection for household use (MCB)

Residual current operated circuit-breakers (RCCB)

Residual current operated circuit-breakers with integral overcurrent protection (RCBO)

Electrical – electronic equipment (listed separately for IP and IK tests)

(2) Photobiology Safety:

Lamps and lamp systems (Products utilizing LED lighting technology)

(3) Electromagnetic Compatibility (EMC):

Household electrical appliances, electric tools and similar apparatus

General lighting equipment

Microwave ovens and combination microwave ovens

Ultra-wideband (UWB) equipment

Base station equipment, repeaters and auxiliary equipment for GSM, W-CDMA FDD and LTE mobile communication systems

DECT equipment

Fixed radio transmission equipment and auxiliary equipment

Maritime radio communication and navigation equipment

(4) Electrical – Electronic Testing (Radio Frequency):

Radio transmitters, transceivers

Short Range Device/Equipment (25 MHz – 1 GHz band)

Short Range Device/Equipment (1 GHz – 40 GHz band)

Low Power Wide Area Network (LPWAN) radio equipment (920 MHz to 923 MHz band)

Certificate No. 398/GCN-BKHCN is valid for 05 years from its date of signing. For products and goods that fall under the scope of National Technical regulations issued by specialized line-managing Ministries, Phuc Gia Laboratory Corporation must comply with all regulations from those Regulatory Authorities before conducting testing activities;
