I. SUBJECTS OF APPLICATION FOR CIRCULAR NO. 06/2021/TT-BTTTT AND QCVN 127:2021/BTTTT

Circular No. 06/2021/TT-BTTTT (enclosed with QCVN 127:2021/BTTTT) applies to Vietnamese and foreign organizations and individuals engaged in the production and business of equipment within the scope of this regulation in the territory of Vietnam. Accordingly, relevant agencies and enterprises are responsible for implementing regulations on Technical regulation Compliance and Declaration of Conformity for 5G Standalone mobile communication network terminal equipment and are subject to inspection by State Management agencies according to current regulations.

II. MAIN CONTENT OF CIRCULAR NO. 06/2021/TT-BTTTT

Issuing the National Technical Regulation on 5G Standalone Mobile Communication Network Terminal Equipment – Radio Access Part (QCVN 127:2021/BTTTT) together with this Circular.
Encouraging enterprises, organizations, and individuals producing or importing 5G Standalone mobile communication network terminal equipment to apply the provisions of QCVN 127:2021/BTTTT from the effective date of this Circular.

III. MAIN CONTENT OF QCVN 127:2021/BTTTT

Specifying technical requirements and measurement methods for UE operating in the FR1 frequency band and requirements for UE operating in the FR2 frequency band;
Specifying the management of 5G Standalone mobile communication network terminal equipment within the scope of adjustment (Section 1.1), which must comply with the technical regulations in this Standard;
Measurement facilities and equipment must comply with current regulations;
5G Standalone mobile communication network mobile phone devices must ensure operation at a minimum in all bands n1, n3, n28, n41, n77, n78. In which, bands n77 and n78 must be ready and only activated and used after these bands are planned in Vietnam;
This regulation applies to products and goods that are 5G Standalone mobile communication network terminal equipment with HS code 8517.12.00 (Appendix A).

IV. EFFECTIVENESS OF CIRCULAR 06/2021/TT-BTTTT AND QCVN 127:2021/BTTTT

Circular No. 06/2021/TT-BTTTT and the accompanying QCVN 127:2021/BTTTT take effect from March 01, 2022, with the following roadmap:

From July 01, 2022, imported and domestically produced 5G Standalone mobile communication network terminal equipment must meet the requirements specified in QCVN 127:2021/BTTTT before being circulated on the market.
