I. APPLICABLE SUBJECTS OF QCVN 86:2019/BTTTT AND CIRCULAR NO. 10/2019/TT-BTTTT

QCVN 86:2019/BTTTT and Circular No. 10/2019/TT-BTTTT apply to Vietnamese and foreign agencies, organizations, and individuals engaged in the production and trade of equipment within the scope of this regulation on the territory of Vietnam.

II. MAIN CONTENT OF CIRCULAR NO. 10/2019/TT-BTTTT

This Circular is issued together with the National Technical Regulation on electromagnetic compatibility for terminal and ancillary equipment in mobile communication systems (QCVN 86:2019/BTTTT);
Circular No. 10/2019/TT-BTTTT replaces Circular No. 02/2015/TT-BTTTT “National Technical Regulation on electromagnetic compatibility for terminal and ancillary equipment in GSM and DCS mobile communication systems”.

III. MAIN CONTENT OF QCVN 86:2019/BTTTT

QCVN 86:2019/BTTTT replaces QCVN 86:2015/BTTTT (for GSM mobile terminal equipment) and QCVN 18:2014/BTTTT (for W-CDMA FDD mobile terminal equipment and E-UTRA FDD mobile terminal equipment) to implement regulations on declaration of conformity;
This Regulation has technical regulations consistent with the ETSI EN 301 489-52 V1.1.0 (2016-11) standard of the European Telecommunications Standards Institute (ETSI);
Specifies technical requirements for electromagnetic compatibility (EMC) for user equipment (UE) in mobile communication systems according to the following technologies: GSM, DCS (IMT-2000, according to GSM/EDGE technology); UTRA, WCDMA (direct spread IMT-2000, W-CDMA FDD); E-UTRA, LTE (IMT-2000 and IMT Advanced) and related ancillary equipment (See further Appendix C);
Technical indicators related to antenna ports and emissions from enclosure ports of radio equipment are not within the scope of this regulation;
Only applies to public terrestrial mobile terminal equipment in the List of products and goods potentially causing unsafety under the management responsibility of the Ministry of Information and Communications;
QCVN 86:2019/BTTTT (specifies) Assessment of voice call performance, call interruption (Appendix A) and assessment of data call performance, error rate (Appendix B) for direct spread CDMA systems;
EMC emission test measurements and applications on radio communication equipment ports and/or related ancillary equipment are specified in QCVN 18:2014/BTTTT (Table 1) and the regulations in Table 2 of this regulation;
For emission measurements, the desired RF signal level at the measurement receiver output shall not be greater than 15 dB above the reference sensitivity level to ensure the EUT operates within its dynamic range;
EMC immunity test measurements and applications on radio communication equipment ports and/or related ancillary equipment according to QCVN 18:2014/BTTTT (see Table 3) and the regulations in Tables 4 and 5 of this regulation;
Wherein, for immunity measurements, the desired RF signal level at the EUT input shall be set at a level greater than 40 dB above the reference sensitivity as stated in ETSI TS 125 101 and ETSI TS 125 102 or ETSI TS 136 101 to provide a stable communication link.

IV. EFFECT OF IMPLEMENTATION OF CIRCULAR NO. 10/2019/TT-BTTTT AND QCVN 86:2019/BTTTT

From July 1, 2020, Circular No. 10/2019/TT-BTTTT together with QCVN 86:2019/BTTTT on the National Technical Regulation on electromagnetic compatibility for terminal and ancillary equipment in mobile communication systems takes effect.
