I. APPLICABLE SUBJECTS

Circular No. 14/2019/TT-BTTTT – QCVN 119:2019/BTTTT applies to Vietnamese and foreign organizations and individuals involved in the production and business of Radar equipment, radio navigation equipment, and radio transmitting or transceiving equipment specifically used for maritime mobile services included in the List of products and goods potentially causing unsafety under the management responsibility of the Ministry of Information and Communications (MIC) within the territory of Vietnam.

II. MAIN CONTENT OF CIRCULAR NO. 14/2019/TT-BTTTT

The Ministry of Information and Communications issued Circular No. 14/2019/TT-BTTTT along with QCVN 119:2019/BTTTT on electromagnetic compatibility for radio communication and maritime navigation equipment on November 22, 2019.
The Chief of Staff, the Director General of the Department of Science and Technology, heads of agencies and units under the Ministry of Information and Communications, Directors of the Departments of Information and Communications of provinces and centrally-run cities, and relevant organizations and individuals are responsible for implementing this Circular.

III. MAIN CONTENT OF QCVN 119:2019/BTTTT

QCVN 119:2019/BTTTT was developed based on the IEC 60945:2002 and IEC 60945:2002/COR1:2008 standards of the International Electrotechnical Commission (IEC). This regulation was compiled by the Authority of Radio Frequency, appraised and submitted by the Department of Science and Technology, and issued by the Ministry of Information and Communications (MIC) along with Circular No. 14/2019/TT-BTTTT, including the following contents:

– Regulation 119 specifies the electromagnetic compatibility (EMC) requirements for radio communication and maritime navigation equipment. It applies to Radar equipment, radio navigation equipment, and radio transmitting or transceiving equipment specifically used for maritime mobile services included in the List of products and goods potentially causing unsafety under the management responsibility of the MIC.

– This regulation specifies technical requirements for the testing environment, test site, test results (general requirements), Electromagnetic Emission (conducted emission, radiated emission through the enclosure port), and Electromagnetic Immunity (Radio receivers; Immunity to conducted radio frequency interference; Immunity to radiated radio frequency interference; Immunity to fast transients on AC power, signal, and control lines; Immunity to surges on AC power lines; Immunity to short-term power variations; Immunity to power supply failure; and Immunity to electrostatic discharge).

– Measurement methods are specified according to corresponding technical standards; for example, the Immunity test for radiated radio frequency interference is conducted as described in TCVN 7909-4-3:2015, and Emissions must be measured by a quasi-peak detector receiver as stated in TCVN 6989-1,…

– QCVN 119:2019/BTTTT stipulates that the radio communication and maritime navigation equipment mentioned above must comply with the technical provisions of this Regulation and must perform a declaration of conformity according to this Regulation. For Radar equipment used for maritime mobile services, this Regulation is applied instead of QCVN 18:2014/BTTTT to implement the MIC’s regulations on the declaration of conformity.

– Related organizations and individuals are responsible for implementing the regulations on the declaration of conformity and are subject to inspection by state management agencies according to current regulations.

IV. ENFORCEMENT AND EFFECTIVE DATE

Circular No. 14/2019/TT-BTTTT – QCVN 119:2019/BTTTT for the electromagnetic compatibility of radio communication and maritime navigation equipment, officially came into force on July 1, 2020. Since this date, it is mandatory for all manufacturers and importers to ensure their products satisfy the technical specifications and complete the formal Declaration of Conformity under QCVN 119:2019/BTTTT prior to market distribution in Vietnam.
