I. SUBJECTS APPLICABLE TO CIRCULAR NO. 17/2023/TT-BTTTT – QCVN 55:2023/BTTTT
The Ministry of Information and Communications issued Circular No. 17/2023/TT-BTTTT accompanying QCVN 55:2023/BTTTT “on short-range radio devices in the frequency range from 9 kHz to 25 MHz and inductive loop equipment operating in the frequency range from 9 kHz to 30 MHz,” which applies to Vietnamese and foreign organizations and individuals throughout the territory of Vietnam engaged in manufacturing and trading equipment within the scope of this regulation. In addition to complying with regulations on conformity certification and declaration of conformity, these enterprises and organizations must be subject to inspection by state management agencies according to current regulations.
II. MAIN CONTENT OF CIRCULAR NO. 17/2023/TT-BTTTT
Circular No. 17/2023/TT-BTTTT, issued together with QCVN 55:2023/BTTTT, took effect on July 1, 2024, replacing the provisions in Clause 15, Article 1 of Circular No. 29/2011/TT-BTTTT of the Minister of Information and Communications.
Circular No. 17 of the Ministry of Information and Communications stipulates that the Chief of Office, the Director General of the Department of Science and Technology, the heads of agencies and units under the Ministry of Information and Communications, the Directors of the Departments of Information and Communications of provinces and centrally-run cities, and relevant organizations and individuals are responsible for implementing this Circular.
III. MAIN CONTENT OF QCVN 55:2023/BTTTT
This Regulation applies as a replacement for the National Technical Regulation QCVN 55:2011/BTTTT – National Technical Regulation on Short-Range Radio Devices in the 9 kHz – 25 MHz frequency range.
1. Scope of Application
QCVN 55:2023/BTTTT applies to the following types of Short-Range Devices (SRD):
General-purpose short-range radio devices operating in the frequency range from 9 kHz to 25 MHz.
Inductive loop equipment operating in the frequency range from 9 kHz to 30 MHz, including: Radio Frequency Identification (RFID) equipment, Near Field Communication (NFC) equipment, and equipment used in Electronic Article Surveillance (EAS) systems operating in the LF and HF frequency bands.
This Regulation applies to products and goods that are short-range radio devices with HS codes specified in Annex J, including:
- 8517.62.59 and 8517.62.69 – General-purpose short-range radio transmitters and transceivers;
- 8526.92.00 – Radio warning and detection equipment;
- 8526.92.00 – Radio remote control equipment;
- 8517.62.59 – Radio Frequency Identification (RFID) equipment;
- 8504.40.19 and 8504.40.90 – Inductive loop equipment.
All short-range radio devices specified in this Regulation must comply with Vietnam’s regulations on frequency planning and frequency channeling. The types of radio equipment listed above operate in the frequency bands from 9 kHz to 30 MHz (as specified in Table 1) for cases:
- Having a radio output connection with a detachable antenna or an integrated antenna;
- Using all types of modulation;
- Fixed equipment, mobile equipment, and handheld equipment.

2. Technical Regulations of QCVN 55:2023/BTTTT
QCVN 55:2023/BTTTT “on short-range radio devices in the frequency range from 9 kHz to 25 MHz and inductive loop equipment operating in the frequency range from 9 kHz to 30 MHz” sets forth the following technical requirements:

Technical Requirements: General requirements (Receiver conformity check requirements defined in Table 2 of the regulation and quality criteria requirements), test equipment, mechanical and electrical design, product information declaration, auxiliary test equipment, and interpretation of measurement results.

Requirements for Test Conditions, Power Supply, and Ambient Temperature: Includes environmental conditions, test power supply, normal testing, and extreme testing.

General Condition Requirements: Such as normal test signals and test modulation, dummy antennas, test couplers, test sites, and general measurement setups for radiation measurements, and operating modes of the transmitter and receiver under test.

Transmitter Requirements: Includes transmitter classification, H-field (radiation), RF carrier current, radiated E-field, permitted operating frequency range, operating frequency range, modulation bandwidth, transmitter conducted spurious emissions, transmitter radiated spurious emissions (types < 30 MHz and > 30 MHz), and transmitter frequency stability.

Receiver Requirements: Includes adjacent channel selectivity, blocking characteristics or desensitization to unwanted signals, and receiver spurious emissions.

Measurement Uncertainty Requirements: Regulates the interpretation of results recorded in a test report for the measurements described in this Regulation. Specifically, the recorded value of measurement uncertainty for each measurement must be equal to or less than the figures in Table 12. The specific expansion factor used to evaluate measurement uncertainty must be clearly stated.
3. Management Regulations
- Short-range radio devices in the frequency range from 9 kHz to 25 MHz and inductive loop equipment operating in the frequency range from 9 kHz to 30 MHz within the scope of application in Section 1 must comply with the technical regulations in this standard.
- Operating Frequency of Equipment: Must comply with the regulations on the management and use of radio frequencies in Vietnam.
- Measuring Instruments and Equipment: Must comply with current legal regulations on measurement.
IV. EFFECTIVENESS
Circular No. 17/2023/TT-BTTTT promulgating the “National Technical Regulation on Short-Range Radio Devices in the Frequency Range from 9 kHz to 25 MHz and Inductive Loop Equipment Operating in the Frequency Range from 9 kHz to 30 MHz” (QCVN 55:2023/BTTTT) has been effective since July 1, 2024. Simultaneously, this Circular replaces Clause 15, Article 1 of Circular No. 29/2011/TT-BTTTT on the National Technical Regulation on Telecommunications.
