Circular No. 22/2022/TT-BTTTT - QCVN 18:2022/BTTTT

QCVN 18:2014/BTTTT was developed and built based on the primary reference document ETSI EN 301 489-1 V1.9.2 (2011-09). However, ETSI EN 301 489-1 V1.9.2 (2011-09) has been updated to ETSI EN 301 489-1 V2.2.3 (2019-11). Therefore, to ensure international integration and compliance with new electromagnetic compatibility requirements, the Ministry of Information and Communications updated, amended, and issued Circular No. 22/2022/TT-BTTTT dated November 29, 2022, together with QCVN 18:2022/BTTTT on electromagnetic compatibility for radio communication equipment.

I. APPLICABLE SUBJECTS OF CIRCULAR NO. 22/2022/TT-BTTTT AND QCVN 18:2022/BTTTT

Circular No. 22/2022/TT-BTTTT (together with QCVN 18:2022/BTTTT) applies to Vietnamese and foreign agencies, organizations, and individuals engaged in the production, trade, and operation of equipment within the scope of this Technical Regulation on the territory of Vietnam.

II. MAIN CONTENT OF CIRCULAR NO. 22/2022/TT-BTTTT

Circular No. 21/2014/TT-BTTTT dated December 16, 2014, of the Minister of Information and Communications promulgating the “National technical regulation on electromagnetic compatibility for radio communication equipment” expires as of July 1, 2023.
Enterprises, organizations, and individuals manufacturing or importing radio communication terminal equipment (within the scope of QCVN 18:2022/BTTTT) are encouraged to apply QCVN 18:2022/BTTTT from the date this Circular takes effect.

III. MAIN CONTENT IN QCVN 18:2022/BTTTT

QCVN 18:2022/BTTTT replaces QCVN 18:2014/BTTTT.
This regulation specifies general electromagnetic compatibility (EMC) requirements for radio equipment and associated ancillary equipment, excluding broadcast receiver equipment.
The HS codes of equipment within the scope of this regulation are specified in Appendix G of this QCVN.
The technical regulations and measurement methods of QCVN 18:2022/BTTTT are consistent with the ETSI EN 301 489-1 V2.2.3 (2019-11) standard of the European Telecommunications Standards Institute (ETSI).
Technical parameters related to the antenna ports of radio equipment and radiated emissions from the enclosure ports of radio equipment and combinations of radio equipment and ancillary equipment are not within the scope of this regulation.
The EMC test arrangement and assessment methods for test results specific to each type of radio equipment are specified in the relevant Specific Conditions sections in the parts of the ETSI EN 301 489 series.
In case of differences (e.g., specific conditions, definitions, abbreviations) between this Regulation and the provisions in the relevant Specific Conditions in the parts of the ETSI EN 301 489 series, the relevant Specific Conditions of the ETSI EN 301 489 series shall apply.

IV. EFFECT OF IMPLEMENTATION OF CIRCULAR NO. 22/2022/TT-BTTTT AND QCVN 18:2022/BTTTT

Circular No. 22/2022/TT-BTTTT takes effect from May 1, 2023.
From July 1, 2023, imported and domestically manufactured radio communication terminal equipment (within the scope of QCVN 18:2022/BTTTT) must meet the requirements specified in QCVN 18:2022/BTTTT.
