Pursuant to the National Technical Regulation on Electromagnetic Compatibility for Electrical and Electronic Equipment (QCVN 09:2012/BKHCN), submitted by the Directorate for Standards, Metrology and Quality (STAMEQ) and issued under Circular No. 11/2012/TT-BKHCN dated April 12, 2012, by the Minister of the Ministry of Science and Technology (MOST).

The Procedure for Applying for a Certificate of Conformity Consists of 3 Steps:

STEP 1) STATE CONTROL REGISTRATION FOR CONFORMITY CERTIFICATION FOR WASHING MACHINE

1.1) Tasks Performed by Phuc Gia®:

a) Evaluation of the legal validity of the dossier

The team of experts will analyze the conformity assessment dossier regarding its legal validity.

b) Phuc Gia® represents the customer to complete the online registration procedures

Proceed with preparing and drafting the dossier;
Register for State control on the quality of products for the conformity certification of the product;

1.2) Dossier for State Control Registration for Conformity Certification for Washing Machine:

Business Registration Certificate;
Application form for State control registration on the quality of imported products for conformity certification;
Contract;
Invoice;
Packing list;
Bill of Lading;
Photos of Nameplate + overall product images (if any);
Form 09 for bringing goods to the warehouse for preservation (if any);
Customs declaration (if any);
C/O, CQ (if any).

STEP 2) ELECTROMAGNETIC COMPATIBILITY TESTING FOR CONFORMITY CERTIFICATION FOR WASHING MACHINE

We will support enterprises in contacting testing laboratories at Quatest 1 or VMI in Hanoi; Quatest 3 in Ho Chi Minh City to take samples and perform testing according to TCVN 7492-1:2010.

Household washing machines – Electromagnetic compatibility – Electric washing machine – EMC

2.1) Scope of Application:

Household or laundry-type washing machine products, including machines with only drying functions or washing machines with drying functions (Excluding products using 3-phase power):

Fully-automatic washing machines, each of a dry linen capacity not exceeding 6 kg – HS Code: 8450.11.10;
Fully-automatic washing machines, each of a dry linen capacity from 6 kg to not exceeding 10 kg – HS Code: 8450.11.90;
Other washing machines, with built-in centrifugal dryer, each of a dry linen capacity not exceeding 6 kg – HS Code: 8450.12.10;
Other washing machines, with built-in centrifugal dryer, each of a dry linen capacity from 6 kg to not exceeding 10 kg – HS Code: 8450.12.90;
Other washing machines, electrically operated, each of a dry linen capacity not exceeding 6 kg – HS Code: 8450.19.11;
Other washing machines, electrically operated, each of a dry linen capacity from 6 kg to not exceeding 10 kg – HS Code: 8450.19.19.

According to the scope of application:

QCVN 09:2012/BKHCN and TCVN 7492-1:2010.
Decision No. 3482/QĐ-BKHCN:

STEP 3) CONFORMITY CERTIFICATION (QCVN 09) FOR WASHING MACHINE AT THE MINISTRY OF SCIENCE AND TECHNOLOGY

3.1) Tasks Performed by Phuc Gia®:

a) Free consultancy on legal procedures

Consultancy on regulations and procedures for applying for a Certificate of Conformity;
Consultancy on testing issues: typical samples and testing criteria for each specific product;
Consultancy on preparing the dossier for Conformity registration;
Consultancy on questions regarding other related legal issues.

b) Evaluation of the legal validity of the dossier

A team of experts and lawyers will analyze the dossier to evaluate legal validity (arranging meetings with lawyers upon customer request);
Support for translation and notarization of relevant documents.

c) Phuc Gia® represents the customer to complete the procedures for applying for a Certificate of Conformity

Proceed with preparing and drafting the dossier;
Represent the customer to submit the dossier at the Ministry of Science and Technology (MOST);
Responsible for following up on the dossier, receiving results, or handling feedback from specialized agencies.

3.2) Dossier for Conformity Certification for Washing Machine:

Business Registration Certificate;
Photos of components + overall product images;
Document listing main components affecting electromagnetic interference;
Official dispatch providing manufacturing plant information;
Test report;
Along with other relevant documents.
