Consolidated Document No. 23/VBHN-BCT – Regulations on energy labeling for energy-using vehicles and equipment under the management of the Ministry of Industry and Trade, issued on March 24, 2020, will be sent by Phuc Gia to enterprises manufacturing and importing energy-labeled vehicles and equipment, as well as relevant organizations and agencies involved in testing and managing energy labeling activities.

I. MAIN CONTENT OF CONSOLIDATED DOCUMENT NO. 23/VBHN-BCT

Circular No. 36/2016/TT-BCT dated December 28, 2016, of the Minister of Industry and Trade, regulating energy labeling for energy-using vehicles and equipment under the management of the Ministry of Industry and Trade (effective from February 10, 2017), as amended and supplemented by Circular No. 42/2019/TT-BCT dated December 18, 2019, of the Minister of Industry and Trade amending and supplementing several regulations on periodic reporting regimes in Circulars issued or jointly issued by the Minister of Industry and Trade (effective from February 5, 2020), is consolidated in Consolidated Document No. 23/VBHN-BCT dated March 24, 2020.

II. IMPLEMENTATION EFFECTIVENESS

This Circular takes effect from February 10, 2017, and replaces Circular No. 07/2012/TT-BCT dated April 4, 2012, of the Ministry of Industry and Trade, which regulates energy labeling for energy-using vehicles and equipment.
For testing organizations already designated by the Ministry of Industry and Trade under the provisions of Circular No. 07, these organizations may continue their activities until the expiration of their Laboratory Designation Decision.
For manufacturing and importing enterprises of vehicles and equipment already certified for energy labeling by the Ministry of Industry and Trade under the provisions of Circular No. 07, enterprises may continue to apply energy labels to the vehicles and equipment until the expiration of the Energy Labeling Certification Decision.

III. SCOPE OF APPLICATION

Manufacturers and importers of vehicles and equipment subject to energy labeling.
Testing organizations participating in the testing of vehicles and equipment subject to energy labeling.
Regulatory agencies managing energy labeling activities and related agencies, organizations, and individuals.
