Phuc Gia provides to domestic and foreign units and enterprises the content of Decision 04/2017/QĐ-TTg, which stipulates the list of vehicles and equipment subject to mandatory energy labeling, the application of minimum energy performance standards, and the implementation roadmap issued by the Prime Minister on March 9, 2017.

1. List of vehicles and equipment subject to mandatory energy labeling and minimum energy performance standards
Based on the proposal of the Minister of Industry and Trade, the Prime Minister issued Decision 04/2017/QĐ-TTg stipulating the list of vehicles and equipment subject to mandatory energy labeling, the application of minimum energy performance standards, and the implementation roadmap. Accordingly, there are 04 groups of vehicles and equipment that must perform energy labeling and apply minimum energy efficiency. Specifically as follows:
– Household equipment group includes: Straight fluorescent lamps, compact fluorescent lamps, electromagnetic and electronic ballasts for fluorescent lamps, air conditioners, refrigerators, household washing machines, electric rice cookers, electric fans, television sets, LED lamps, and storage water heaters.
– Office and commercial equipment group includes: Photocopiers, computer monitors, printers, commercial refrigerated cabinets, and laptops.
– Industrial equipment group includes: Distribution transformers and electric motors.
– Transportation vehicle group (newly manufactured, assembled, and imported) includes: Passenger cars with 9 seats or fewer, motorcycles, and mopeds.

2. Implementation roadmap for energy labeling and minimum energy performance standards (MEPS)
The roadmap for implementing energy labeling and applying the minimum energy performance standards for the four groups of vehicles and equipment is regulated as follows:
– The household equipment group is regulated as follows:

Mandatory energy labeling for: Straight fluorescent lamps, compact fluorescent lamps, electromagnetic and electronic ballasts for fluorescent lamps, air conditioners, rice cookers, electric fans, refrigerators, horizontal-axis washing machines, vertical-axis washing machines, and television sets;

Voluntary energy labeling until the end of December 31, 2019, and mandatory from January 01, 2020, for: LED lighting products and storage water heaters;
-
Prohibited from import and manufacture: Vehicles and equipment with energy efficiency lower than the minimum energy performance standards (except for those specified in Clause 4 of this Article).
– The office and commercial equipment group is regulated as follows:

Mandatory energy labeling for: Commercial refrigerated cabinets;

Voluntary energy labeling for: Photocopiers, computer monitors, and printers;

Voluntary energy labeling until the end of December 31, 2019, and mandatory from January 01, 2020, for: Laptops;

Prohibited from import and manufacture: Vehicles and equipment with energy efficiency levels lower than the minimum energy performance standards (except for those specified in Clause 4 of this Article).
– The industrial equipment group is regulated as follows:

Mandatory energy labeling for: Distribution transformers and electric motors;

Prohibited from import and manufacture: Vehicles and equipment with energy efficiency levels lower than the minimum energy performance standards (except for those specified in Clause 4 of this Article).
– The transportation vehicle group is regulated as follows:

Mandatory energy labeling for: Passenger cars with 7 seats or fewer;

Voluntary energy labeling until the end of December 31, 2017, and mandatory from January 01, 2018, for: Passenger cars from 7 to 9 seats;

Voluntary energy labeling until the end of December 31, 2019, and mandatory from January 01, 2020, for: Motorcycles and mopeds;

The energy labeling for manufactured, assembled, and imported motorcycles and mopeds is guided by Circular 59/2018/TT-BGTVT, effective from January 01, 2020.
Note:
-
For incandescent bulbs (tungsten lamps): It is prohibited to import, manufacture, and circulate lamps with a capacity greater than 60 W.

For LED products, storage water heaters, and laptops: The roadmap for applying minimum energy performance standards (MEPS) will be regulated in the Prime Minister’s decision regarding the “Promulgation of the list and roadmap of energy-using vehicles and equipment to be discarded and low-efficiency power generating units not to be newly built.”
3. Effective Date of Decision 04/2017/QĐ-TTg
This Decision takes effect on April 25, 2017, and replaces Decision No. 51/2011/QĐ-TTg and Decision No. 03/2013/QĐ-TTg.
