Phuc Gia – Provides the Content of Decision No. 1383/QD-BKHCN – Correcting National Technical Regulation QCVN 19:2019/BKHCN on LED Lighting Products to All Domestic and Foreign Units and Enterprises.
The implementation date for LED Lamp Conformity has been corrected and adjusted: According to the roadmap of January 1, 2021, and January 1, 2022.
- From January 1, 2021, locally manufactured and imported products specified in the Appendix issued with QCVN 19:2019/BKHCN must meet the requirements for safety and electromagnetic interference (EMI) limits specified in Sections 2.1.1; 2.1.2; 2.1.3 and 2.2.1 of QCVN 19:2019/BKHCN before being circulated on the market.
- From January 1, 2022, the products specified in the Appendix issued with QCVN 19:2019/BKHCN must meet all the requirements specified in Section 2 of QCVN 19:2019/BKHCN before being circulated on the market.
- Common fixed and portable LED lamps including LED bulbs, LED tubes, LED downlights, LED luminaires, and self-ballasted LED lamps are all within the scope of this Regulation. Enterprises are required to perform testing and conformity certification for LED lamps according to QCVN 19:2019/BKHCN before selling them on the market as of January 1, 2021 (and must implement the requirements for minimum energy performance and energy labeling for self-ballasted LED lamps with E27 and B22 caps and double-capped LED tubes of G5 and G13 cap types according to the regulations of the Ministry of Industry and Trade applied since January 1, 2020).
Although the roadmap was delayed by 06 months, enterprises should still bring samples to the Laboratory for Testing/Evaluation. For products that have not yet met the criteria prescribed by the State, enterprises can improve and overcome these issues during this time.
