Draft TCVN 13256:2025 on Energy Efficiency for VRF/VRV Air Conditioners in Vietnam

On November 17, 2025, the Ministry of Science and Technology (Vietnam Standards and Quality Institute – National Commission for Standards, Metrology and Quality) organized a session to collect comments on the Draft TCVN 13256:2025, the national standard for the energy efficiency of VRF/VRV Air Conditioner systems. The draft standard is open for comments until December 14, 2025.

1. Overview of Draft TCVN 13256:2025 on Energy Efficiency for VRF/VRV Air Conditioners in Vietnam

Draft TCVN 13256:2025 was developed to replace TCVN 13256:2021, regulating energy efficiency levels and performance determination methods for outdoor units of VRF/VRV Air Conditioner systems using three-phase power. The issuance of the new standard is necessary to improve the legal basis for managing energy efficiency for equipment groups with high power consumption, ensuring consistency with practical state management requirements and the orientation toward economical and efficient energy use in the current period.

The new VRF/VRV Air Conditioner energy efficiency draft overcomes the limitations of the current standard such as:

  • Adding Minimum Energy Efficiency Standards (MEPS) and establishing an energy efficiency rating system (levels 1–5) based on the EER index, serving energy labeling tasks and encouraging high-efficiency products.
  • Clarifying the subjects and testing configurations appropriate for current VRF/VRV technology; ensuring consistency with TCVN 9981:2020 (ISO 15042:2017).
  • Adjusting the EER determination method: Updating test conditions, load points, and calculation weightings to ensure consistency and comparability between testing laboratories.
  • Creating a basis for implementing energy management policies: Serving as a foundation for the Ministry of Industry and Trade to consider including VRF/VRV Air Conditioner units in the List of devices subject to energy labeling and applying MEPS.

2. Consultation Period

Currently, the Ministry of Science and Technology is seeking comments from relevant agencies, organizations, and units to finalize the content of Draft TCVN 13256:2025 on the energy efficiency of VRF/VRV Air Conditioner systems. The comments will be an important basis for completing the document, ensuring practicality and feasibility upon issuance.
