1. Scope of Application:

The requirements for the Energy Efficiency Test Report for LED Lamps are based on the following:

• Pursuant to Decision No. 14/2023/QĐ-TTg, Appendix I specifies the energy efficiency testing standard for LED lamps:
• TCVN 11844:2017 Regarding LED lamps – Energy efficiency (applicable from April 1, 2025)

An excerpt from Section 1 (Scope of application) of TCVN 11844:2017 stipulates:

“This standard specifies the energy efficiency levels for self-ballasted LED lamps with E27 and B22 caps and double-capped LED lamps designed to replace tubular fluorescent lamps with G5 AND G13 caps, used for general lighting purposes, with a power up to 60 W, and a rated voltage not exceeding 250 V.”

2. Technical Requirements

These are the key technical criteria evaluated in the Energy Efficiency Test Report for LED Lamps:

(1) Power: The measured average value must not exceed 108% of the rated value. The measured value of all individual samples must not be greater than 115% nor less than 85% of the rated value.

(2) Luminous flux of lamp: The measured average value must not be less than 90% of the rated value, and the measured value of all samples must be greater than or equal to 85% of the rated value.

(3) The minimum lifetime is: 12,000h

(4) Safety requirements: Products participating in the energy labeling program must ensure they meet all safety requirements according to current regulations.

(5) Energy efficiency: Energy efficiency is calculated as the ratio between the measured initial luminous flux and the measured initial power.

For self-ballasted LED lamps with E27 and B22 caps and double-capped LED lamps designed to replace tubular fluorescent lamps with G5 and G13 caps, the energy efficiency level must not be lower than the level specified in Table 1 and Table 2.
