1. When is it mandatory for businesses to conduct Declaration of Energy Labeling and Energy Efficiency Testing for Photocopiers in Vietnam?
Energy Efficiency Testing
Based on Decision No. 14/2023/QĐ-TTg – “Decision promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built” (issued May 24, 2023, replacing Decision No. 24/2018/QĐ-TTg), Photocopiers are regulated as follows:
Appendix I clearly states: The import, production, and trading of Photocopiers with not meeting the minimum energy efficiency level specified in National Standard (TCVN) 9510:2012 is prohibited from the effective date of this Decision.
Accordingly, since July 15, 2023, businesses importing, producing, and trading this item are required to conduct Energy Efficiency Testing for Photocopiers in Vietnam per TCVN 9510:2012 and must meet the minimum energy efficiency level.
Declaration of Energy Labeling
Based on Decision No. 04/2017/QĐ-TTG – “Decision stipulating the list of means and equipment required to have energy labels, applying the Minimum energy efficiency level and implementation roadmap,” Photocopiers are regulated as:
- In Clause 2, Article 1, it is stated that Photocopiers are in the office and commercial equipment group required to have energy labels and apply minimum energy efficiency.
- At Point b, Clause 2, Article 2 (roadmap), it requires the implementation of voluntary energy labeling for Photocopiers until a new decision is issued.
If businesses wish to register for voluntary energy labeling, they must follow Circular 36/2016/TT-BCT (issued Dec 28, 2016) – Stipulating energy labeling for energy-using means and equipment under the management of the Ministry of Industry and Trade. Annually, registered businesses must report per Clause 1, Article 13 of Circular 36/2016/TT-BCT: “Prepare periodic reports on the quantity, types of means, equipment produced, traded, and energy labeled, and submit them to the Ministry of Industry and Trade and the local Department of Industry and Trade before the 15th/ annually.”

2. Which standard governs Energy Efficiency Testing for Photocopiers in Vietnam?
The National Technical Committee for Standards TCVN/TC/E1 Electrical Machines and Apparatus compiled, the Directorate for Standards, Metrology and Quality proposed, and the Ministry of Science and Technology announced National Standard TCVN 9510:2012 to guide Energy Efficiency Testing for Photocopiers in Vietnam. The standard details the Scope of application, Normative references, Terms and definitions, Technical requirements, and Test methods.
3. Which types of Photocopiers require mandatory Energy Efficiency Testing?
In Appendix 1, Decision No. 14/2023/QĐ-TTg mandates Energy Efficiency Testing for Photocopiers in Vietnam according to TCVN 9510:2012 – Photocopiers – Energy Efficiency. Therefore, this standard specifies:
“This standard applies to standard-format Photocopiers whose main function is to produce multiple hard copies identical to the original.” It also applies to multifunctional devices that include printer, fax, and scanner functions. This standard specifies the “minimum energy efficiency value and the method for determining the power consumption of Photocopiers in off mode”.
However, standard 9510:2012 does not apply to large-format Photocopiers and specialized Photocopiers with speeds greater than or equal to 60 ipm.
4. What technical requirements must be met during Energy Efficiency Testing for Photocopiers in Vietnam?
According to TCVN 9510:2012, Photocopiers must ensure power consumption in off mode (determined per Section 5) as follows:
- Power consumption of machines without fax function: ≤ 1,0 W
- Power consumption of machines with fax function: ≤ 2,0 W
5. Which Laboratories are designated by the Ministry of Industry and Trade for Energy Efficiency Testing for Photocopiers in Vietnam?
To verify if the Center/ Laboratory you plan to use is designated, you should contact the testing unit to request their designation decision from the Ministry of Industry and Trade. Alternatively, you can check the official MOIT website.
