- Not applicable to radio equipment manufactured, imported, or used for the national defense and security purposes of the armed forces.
CONTENTS OF CIRCULAR NO. 08/2021/TT-BTTTT ON THE RADIO DEVICES EXEMPT LIST OF RADIO FREQUENCY USAGE LICENSES AND ACCOMPANYING TECHNICAL AND OPERATIONAL CONDITIONS
Circular 08 stipulates the List of radio devices exempt from Radio Frequency Usage Licenses, along with accompanying technical and operational conditions, consisting of 8 articles and 20 appendices. The document includes the following noteworthy changes:
- Radio devices exempt from Radio Frequency Usage Licenses for emergency, safety, search, and rescue purposes are protected from harmful interference according to the provisions of the law when used on the prescribed frequency channels and bands;

- Supplement the 7238.4 ~ 9000 MHz frequency band for Ultra Wide Band (UWB) radio devices in addition to the previously allocated 4000 ~ 4800 MHz band;
- The ISM bands 2400 MHz ~ 2483.5 MHz and 5725 MHz ~ 5850 MHz can now be used for remote control applications.
EFFECTIVE DATE
Circular No. 08/2021/TT-BTTTT takes effect as of November 28, 2021, and replaces the following Circulars:
- Circular No. 46/2016/TT-BTTTT stipulating the list of radio devices exempt from Radio Frequency Usage Licenses, along with accompanying technical and operational conditions.
- Circular No. 18/2018/TT-BTTTT amending and supplementing several Articles of Circular No. 46/2016/TT-BTTTT dated December 26, 2016, by the Minister of Information and Communications stipulating the list of radio devices exempt from Radio Frequency Usage Licenses, along with accompanying technical and operational conditions.
