Guidance on Designing Labels for Recessed Fixed Luminaires According to Current Regulations

LED product labels are currently subject to the management and regulation of 3 to 4 Ministries and Sectors (Ministry of Industry and Trade, Ministry of Science and Technology, Ministry of Information and Communications, and the Government) depending on the product’s features. To assist enterprises in easier design of goods labels—specifically LED Lamp Labels—compliant with current regulations, Phuc Gia Testing Laboratory has compiled detailed regulations for LED products in this article. Below is a detailed summary table of the mandatory information to be displayed on goods labels for your reference.

Notes:

  • “Red” text: Information required by the Ministry of Industry and Trade (this information may be displayed on the lamp, packaging, or user manual; it is not strictly required to follow the distribution in the table below, however, Phuc Gia Testing Laboratory has arranged it logically for Customer reference;
  • “Black” text: Information required by the Ministry of Science and Technology (QCVN 19);
  • “Red” text highlighted in yellow: Information required by both Ministries – mandatory distribution as per the table below;
  • “Blue” text: Information required by the Ministry of Information and Communications;
  • “Pink” text: Additional information required by Decree No. 43/2017/NĐ-CP and Decree No. 111/2021/NĐ-CP (Decrees on goods labeling).

Important: The information in the table is rated information declared by the manufacturer (except for information on the energy label and ICT conformity stamp – Phuc Gia Testing Laboratory will design and send these to the enterprise).

21. The following warnings enclosed in “…”:

  • “If the external flexible cable or cord of this luminaire is damaged, it shall be exclusively replaced by the manufacturer or his service agent or a similarly qualified person in order to avoid a hazard.”
  • “Only to be installed out of arm’s reach”
  • “If the lamp belongs to a certain part, that part shall apply”

– For non-replaceable light sources:

  • “The light source of this luminaire is not replaceable; when the light source reaches its end of life the whole luminaire shall be replaced.”

– For light sources not replaceable by the user:

  • “The light source contained in this luminaire shall only be replaced by the manufacturer or his service agent or a similarly qualified person.”
  • “Terminal block not supplied; installation requires a trained person.”
  • “The luminaire shall not in any case be covered with thermal insulating matting or similar material” or display the corresponding label.

In cases where the origin cannot be determined, the place where the final stage of completing the goods was carried out shall be recorded, as stipulated in Clause 3, Article 15 of Decree No. 111/2021/NĐ-CP

Note: If the size of the goods is insufficient to display all mandatory contents on the label, the contents specified in points 6, 27, and 28 must be recorded on the goods label, while other contents shall be recorded in the accompanying documentation, and the label must indicate where those contents are recorded.
