1. When is it mandatory for businesses to conduct Energy Efficiency Testing for Electric Fans and Declaration of Energy Labeling for Electric Fans?

Energy Efficiency Testing for Electric Fans

Based on Decision No. 24/2018/QD-TTg – the Decision issued by the Prime Minister on May 18, 2018, promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built.

  • At No. 11, Section I, Appendix I of Decision No. 24/2018/QD-TTg, it is specified: The import, production, and trading of Electric Fans with energy efficiency not meeting the minimum energy efficiency level specified in national standard TCVN 7826:2015 is prohibited, effective from 2015.
  • This signifies that from July 10, 2018, businesses importing, producing, and trading Electric Fans are mandatorily required to conduct Energy Efficiency Testing for Electric Fans prior to import, production, and trading. Furthermore, Electric Fans must meet the minimum Energy Efficiency level.

More recently, on May 24, 2023, the Prime Minister issued Decision No. 14/2023/QD-TTg – the Decision promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built, which replaces Decision No. 24/2018/QD-TTg.

  • At No. 5, Section I, Appendix I of Decision No. 14/2023/QD-TTg, it specifies: The import, production, and trading of Electric Fans with energy efficiency not meeting the minimum energy efficiency level specified in national standard TCVN 7826:2015 is prohibited from the effective date of this decision.
  • This means that according to the newest decision from the Prime Minister, effective July 15, 2023, businesses importing, producing, and trading Electric Fans are mandatorily required to conduct Energy Efficiency Testing for Electric Fans before importing, producing, and trading. Electric Fans must also meet the minimum Energy Efficiency level.

Declaration of Energy Labeling for Electric Fans

Based on the minimum Energy Efficiency level for the list of means and equipment mandatorily requiring Energy Labels according to regulations and the implementation roadmap (Decision No. 04/2017/QD-TTg).

  • Clause 1, Article 1 of Decision No. 04/2017/QD-TTg clearly states that Electric Fans are included in the list of means and equipment that must bear energy labels and apply minimum energy efficiency.
  • Quoting Point a, Clause 1, Article 2 of Decision No. 04/2017/QD-TTg, which regulates the roadmap for energy labeling: “Implement mandatory energy labeling for the following household appliances and industrial equipment groups: Tubular fluorescent lamps, self-ballasted lamps, electromagnetic and electronic ballasts for fluorescent lamps, air conditioners, rice cookers, electric fans, refrigerators, horizontal-axis washing machines, vertical-axis washing machines, televisions, three-phase distribution transformers, electric motors;”

=> This signifies that businesses have been mandatorily required to conduct Declaration of Energy Labeling for Electric Fans since January 01, 2013.

2. Does the Vietnamese Government have documents guiding businesses on implementing Energy Efficiency Testing for Electric Fans and Declaration of Energy Labeling for Electric Fans?

On May 18, 2018, the Prime Minister issued Decision No. 24/2018/QD-TTg – the Decision promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built, covering 18 products, including Electric Fans.

On May 24, 2023, the Prime Minister issued Decision No. 14/2023/QD-TTg – the Decision promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built, which includes Electric Fan products.

In these decisions, the Prime Minister announced the application of standard TCVN 7826:2015 for the energy labeling program for Electric Fan products.

3. Which types of Electric Fans are covered by the National Energy Labeling Program?

Based on Decision No. 14/2023/QD-TTg, and the scope of application of the corresponding National Standard (TCVN 7826:2015), the following types of Electric Fans are mandatorily required to undergo Energy Efficiency Testing and Declaration of Energy Labeling:

  • Table Fan;
  • Pedestal Fan;
  • Wall-Mounted Fan;
  • Ceiling Fan;
  • Rechargeable Fan;
  • Solar-powered Fan…

Notes:

  • Ceiling Fan (ceiling pan) is a fan with 2 or more blades, with means for hanging from the ceiling so that the fan blades are in a horizontal plane;
  • Table Fan/ Wall-Mounted Fan (table fan) is a fan with 2 or more blades, designed for use with free air inlet and outlet. The fan can be placed on a table or on a wall or ceiling;
  • Pedestal Fan (pedestal fan) is a fan with two or more blades, mounted on a stand with a fixed or adjustable height and designed for use with free air inlet and outlet.

4. What are the technical requirements for Electric Fans?

The energy consumption level requirement for Electric Fans is detailed in Table 1 and Table 2 – TCVN 7826:2015

This is a mandatory requirement for the product to MEET the minimum energy efficiency level and become eligible for the energy labeling program.

Beyond the regulations for Energy Efficiency Testing for Electric Fans, Ceiling Fans, Table Fans, Pedestal Fans, Rechargeable Fans, and Solar-powered Fans, it is also required to execute procedures for testing and conformity certification in accordance with QCVN 4:2009/BKHCN, as stipulated by the Ministry of Science and Technology.
