1. When is it mandatory for businesses to conduct Declaration of Energy Labeling and Energy Efficiency Testing for Printers?
Energy Efficiency Testing
According to Decision No. 14/2023/QĐ-TTg – “Decision promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built,” issued on May 24, 2023 (replacing Decision No. 24/2018/QĐ-TTg), the regulation for Printer models is:
Appendix I clearly states: The import, production, and trading of Printers with not meeting the minimum energy efficiency level specified in National Standard (TCVN) 9509:2012 is prohibited from the effective date of this Decision.
Accordingly, since July 15, 2023, businesses importing, producing, and trading this item are required to conduct Energy Efficiency Testing for Printers per TCVN 9509:2012 (IEC 62301:2011) and must meet the minimum Energy Efficiency level.
Declaration of Energy Labeling for Printers
According to Decision No. 04/2017/QĐ-TTG – “Decision stipulating the list of means and equipment required to have Energy Labels, applying the minimum Energy Efficiency level and implementation roadmap,” the Printer product is regulated as:
- In Clause 2, Article 1, it is stated that Printers belong to the office and commercial equipment group required to have Energy Labels and apply minimum energy efficiency.
- At Point b, Clause 2, Article 2 (roadmap), it requires the implementation of voluntary Energy Labeling for Printers until a new decision is issued.
If enterprises wish to register for voluntary energy labeling, they must follow Circular 36/2016/TT-BCT (issued Dec 28, 2016) – Stipulating energy labeling for energy-using means and equipment under the management of the Ministry of Industry and Trade. Annually, registered businesses must report per Clause 1, Article 13 of Circular 36/2016/TT-BCT: “Prepare periodic reports on the quantity, types of means, equipment produced, traded, and energy labeled, and submit them to the Ministry of Industry and Trade and the local Department of Industry and Trade before the 15th/monthly.”

2. Does the Ministry of Industry and Trade (MOIT) have any Guidance on Implementing Declaration of Energy Labeling and Energy Efficiency Testing for Printers?
On December 28, 2016, the MOIT issued Circular No. 36/2016/TT-BCT – Stipulating energy labeling for energy-using means and equipment under MOIT’s management scope. This includes Consolidated Document No. 23/VBHN-BCT (issued March 24, 2020). This circular mandates that businesses producing, importing, or trading items on the List of means and equipment required to have energy labels must submit a registration dossier for energy labeling to the Ministry of Industry and Trade before introducing the items to the market.
3. Types of Printers covered by the National Energy Labeling Program
Based on Section 1, TCVN 9509:2012, the types of Printers covered by the National Energy Labeling Program are specified as follows:
- This standard applies to standard-format printers;
- This standard applies to equipment that performs the multiple functions of photocopiers, fax machines, and scanners.
Concurrently, the standard also outlines which Printers are not covered, including large-format printers and specialized printers with speeds greater than or equal to 60 ipm.

4. What technical requirements must Printers meet for the Energy Labeling Program?
According to TCVN 9509:2012, for Energy Efficiency Testing for Printers, the equipment’s power consumption in off mode must be as follows (determined per Section 5):
Power consumption of Printers without fax function: $\le$ 1.0 W
Power consumption of Printers with fax function: $\le$ 2.0 W
5) Which testing laboratories are designated by the Ministry of Industry and Trade to conduct Energy Efficiency Testing for Printers?
To verify if a testing unit you plan to use is designated, you should contact that unit to request the designation decision issued by the Ministry of Industry and Trade to that center/ laboratory. Alternatively, you can check the official Ministry of Industry and Trade website.
