1. When is it mandatory for businesses to conduct Energy Efficiency Testing for Storage Water Heaters and Declaration of Energy Labeling?
Energy Efficiency Testing for Storage Water Heaters
Based on Decision No. 24/2018/QD-TTg – The Prime Minister’s Decision promulgating the list and roadmap for energy-using means and equipment to be eliminated and low-efficiency power generation units not to be newly built, issued on May 18, 2018.
- At No. 11, Section I, Appendix I of Decision No. 24/2018/QD-TTg, it is clearly stated: The import, production, and trading of Storage Water Heaters with energy efficiency not meeting the minimum level specified in national standard TCVN 7898:2009 is prohibited from July 10, 2018.
- This means that since July 10, 2018, businesses importing, producing, and trading Storage Water Heaters are required to conduct Energy Efficiency Testing for Storage Water Heaters before market introduction. The products must meet the minimum Energy Efficiency level.
Declaration of Energy Labeling for Storage Water Heaters
Based on the minimum Energy Efficiency level and implementation roadmap for equipment requiring mandatory Energy Labels (Decision No. 04/2017/QD-TTG).
In Clause 1, Article 1 of Decision No. 04/2017/QD-TTG, it is specified that Storage Water Heaters are on the List of equipment that must have energy labels and apply minimum energy efficiency.
Quoting Point b, Clause 1, Article 2 of Decision No. 04/2017/QD-TTG: “Implement voluntary energy labeling until the end of December 31, 2019, for: LED products, storage water heaters.”
Quoting Point c, Clause 1, Article 2 of Decision No. 04/2017/QD-TTG: “Implement mandatory energy labeling from January 01, 2020, for: LED products, storage water heaters.”
=> This means businesses were permitted voluntary Energy Labeling for Storage Water Heaters until December 31, 2019. From January 1, 2020, mandatory Declaration of Energy Labeling is required.
2. Does the Ministry of Industry and Trade (MOIT) have guidance on Energy Efficiency Testing for Storage Water Heaters and Declaration of Energy Labeling?
Yes. On August 01, 2019, the MOIT issued Decision No. 2325/QD-BCT, announcing Technical Standards and guidance for efficiency declaration and energy labeling for household storage water heaters.
This decision announced the scope of regulation: Storage Water Heater products with a voltage not exceeding 250V and a capacity under 50 liters. It also announced the standards to be used for testing.
This updated the technical requirements for household storage water heaters, introducing significant changes from TCVN 7898:2009 and TCVN 7898:2018. You can learn more about these changes at the following link.
3. Which types of Storage Water Heaters are covered by the National Energy Labeling Program?
Based on Decision No. 2325/QD-BCT:
Quoting from Section 1, Chapter I of the guidance:
“Storage water heaters with a rated voltage not exceeding 250V, capacity less than 50 liters” are required to implement energy labeling.
Furthermore, based on Section 1 of Standard TCVN 7898:2018:
“This standard applies to electric storage water heaters (hereinafter referred to as water heaters) for household and similar purposes with a capacity up to 50 liters.
This standard specifies the energy efficiency of water heaters.
This standard does not apply to:
- Appliances for heating water for drinking;
- Water heaters using other energy sources (e.g., solar energy);
- Water heaters with multiple heating volumes;
- Water heaters without a thermal insulation system;
- Water heaters with heat pump-type heating systems.”
=> Therefore, storage water heaters with a rated voltage not over 250V, capacity under 50 liters, and used for household/similar purposes require mandatory energy labeling.
4. Which Testing Centers are designated by the MOIT for Energy Efficiency Testing for Storage Water Heaters?
Phuc Gia Testing Center is one of the units designated by the Ministry of Industry and Trade to conduct energy efficiency testing for Storage Water Heaters (Registration Certificate No. 15/GCN-BCT).
