Pursuant to QCVN 4:2009/BKHCN and its amendment QCVN 4:2009/BKHCN/SĐ01:2016, instantaneous water heaters—along with other appliances like Storage Water Heaters and rice cookers—are strictly prohibited from market circulation unless they meet specific Regulatory Authority requirements. Since June 1, 2010, these products must undergo Safety Testing for Instant Water Heaters in Vietnam, receive a Certificate of Conformity, display the CR mark, and be fully registered within a recognized Quality Management System.

QCVN 4:2009/BKHCN stipulates that instant water heaters must comply with TCVN 5699-2-35:2013 – IEC 60335-2-35:2012 (replacing the previous TCVN 5699-2-35:2007 – IEC 60335-2-35:2005). This standard defines the scope of applicable products as follows:
- Safety regulations for electric instantaneous water heaters for household and similar purposes, designed to heat water to a temperature below boiling point, with a rated voltage not exceeding 250V for single-phase appliances and 480V for other appliances.
- Instant water heaters incorporating bare heating elements.
- Appliances not intended for normal household use but which may still be a source of danger to the public, such as those intended to be used by laymen in shops, light industry, and on farms.
- For appliances designed for use in vehicles, ships, or aircraft, additional requirements may be necessary.

4. Technical testing requirements for instantaneous water heaters according to QCVN 4:2009/BKHCN
To test instantaneous water heaters according to QCVN 4:2009/BKHCN, it is necessary to apply the technical requirements in TCVN 5699-2-35:2013 – IEC 60335-2-35:2012 (replacing the previously issued TCVN 5699-2-35:2007 – IEC 60335-2-35:2005). This standard was compiled by the National Standards Technical Committee TCVN/TC/E2 for Household Electrical Appliances, proposed by the Directorate for Standards, Metrology and Quality, and published by the Ministry of Science and Technology.
This standard specifies the acceptable levels of protection against electrical, mechanical, thermal, fire, and radiation hazards of the devices when operating under normal use conditions, taking into account the manufacturer’s instructions. It also addresses foreseeable abnormal cases that may occur in practice and considers how electromagnetic field phenomena may affect the safe operation of the equipment.
TCVN 5699-2-35:2013 also considers the requirements specified in the TCVN 7447 (IEC 60364) series of standards where possible to ensure compatibility with wiring rules when the device is connected to the mains. However, wiring rules may vary by country. Additionally, some technical requirements for these instantaneous water heaters are also applied according to TCVN 5699-1 (IEC 60335-1) – Part 1 (General requirements for household and similar electrical appliances – safety).
