QCVN 132:2022/BTTTT is the Technical Regulation on electrical safety for telecommunications and information technology equipment, including: DECT cordless phones, Desktop computers, Set Top Boxes, Televisions (iDTV), Laptops, and Tablets.
Phuc Gia® – On November 30, 2022, the Ministry of Information and Communications promulgated Circular No. 24/2022/TT-BTTTT along with QCVN 132:2022/BTTTT, the National Technical Regulation on electrical safety for telecommunications and information technology terminal equipment. This includes DECT wireless subscriber extension cordless telephones, Desktop personal computers, Television signal decoding equipment (Set Top Box) in digital cable television networks, Television signal decoding equipment (Set Top Box) in IPTV networks, Television receivers with integrated DVB-T2 digital terrestrial television signal reception (iDTV), Laptops and portable computers, and Tablets.
The electrical safety regulation for telecommunications and information technology terminal equipment, QCVN 132:2022/BTTTT, was compiled based on the IEC 62368-1:2018 standard. It primarily covers electrical safety requirements (fire and explosion prevention, protection against electric shock, etc.) and has been in effect since January 01, 2024.

I. STATUS OF TELECOMMUNICATIONS TERMINAL EQUIPMENT USAGE IN VIETNAM
Telecommunications and information technology equipment are defined as devices with functions for transmitting images and sound, as well as transmitting data through communication technologies via mobile networks or the internet.
In recent years, Vietnam has emerged as a country with one of the fastest telecommunications growth rates in the region and globally. Consequently, the telecommunications and IT equipment available in Vietnam are highly abundant and diverse. These devices have now become indispensable items in daily life. Beside the rapid development of mobile phones, various other types of ICT equipment have become popular, such as fax machines, automatic answering machines, fixed telephones (corded and cordless), data network equipment (switching terminals, data terminals, routers), data processing/storage devices, personal computers, and multi-functional devices. In practice, the large volume of such equipment—both imported and domestically manufactured—indicates a need for thorough review, evaluation, and control through quality management activities to ensure user safety and enhance manufacturer responsibility. Therefore, QCVN 132:2022/BTTTT was established with a defined implementation roadmap in Vietnam.
Many countries and regions worldwide have also adopted the IEC 62368-1 standard for telecommunications and IT equipment to replace the IEC 60950-1 and IEC 60065 standards. Currently, many countries are applying two versions of IEC 62368-1 in parallel: IEC 62368-1:2014 and IEC 62368-1:2018.
II. CURRENT APPLICABLE REGULATIONS
PHUC GIA® – The regulations, guidelines, and necessary documents for the Testing and Declaration of Conformity for telecommunications and information technology equipment are governed by the following legal instruments:
- Circular No. 24/2022/TT-BTTTT: The Circular promulgating the “National Technical Regulation on electrical safety for telecommunications and information technology terminal equipment,” issued by the Ministry of Information and Communications on November 30, 2022 (This Circular has been in effect since January 01, 2024);
- QCVN 132:2022/BTTTT: “National Technical Regulation on Electrical Safety for telecommunications and information technology terminal equipment.” QCVN 132:2022/BTTTT was issued alongside Circular 24/2022/TT-BTTTT;
- Circular No. 02/2024/TT-BTTTT: “Circular stipulating the list of potentially unsafe products and goods under the management responsibility of the Ministry of Information and Communications,” issued by the Ministry of Information and Communications on March 29, 2024 (This Circular has been in effect since May 15, 2024);
II. TESTING GUIDELINES FOR TELECOMMUNICATIONS AND IT TERMINAL EQUIPMENT ACCORDING TO QCVN 132:2022/BTTTT
Based on the requirements of Circular No. 24/2022/TT-BTTTT, QCVN 132:2022/BTTTT, and Circular No. 02/2024/TT-BTTTT, Phuc Gia Testing and Inspection Center provides the following detailed instructions for businesses to conduct electrical safety testing for ICT terminal equipment:
1. Where to conduct conformity testing for telecommunications and IT terminal equipment according to QCVN 132:2022/BTTTT?
Electrical safety testing procedures for ICT terminal equipment according to QCVN 132:2022/BTTTT must be performed by a testing organization that is officially Designated or Recognized (under Mutual Recognition Agreements – MRA – by the Ministry of Information and Communications). Test results from domestic or foreign laboratories that have not been designated or recognized, or test results provided by the manufacturer, shall not be used to assess conformity with this technical regulation.
Circular No. 02/2024/TT-BTTTT clearly specifies regarding QCVN 132:2022/BTTTT: in cases where a product or good uses a power adapter, if the adapter is included, the QCVN 132:2022/BTTTT testing shall be conducted for the product/good along with the included adapter. If the adapter is not included, the QCVN 132:2022/BTTTT testing shall be performed for the product/good without the adapter.
Enterprises may contact Phuc Gia Testing and Inspection Center – Phuc Gia Lab Joint Stock Company to perform testing under QCVN 132:2022/BTTTT.

2. Which products must undergo testing and Declaration of Conformity according to QCVN 132:2022/BTTTT, and what is the legal basis and implementation timeline?

Effective from January 01, 2024, enterprises are strictly required to conduct electrical safety testing for telecommunications and information technology terminal equipment in accordance with QCVN 132:2022/BTTTT.

All technical requirements for telecommunications and information technology terminal equipment are specified in detail within QCVN 132:2022/BTTTT.
In addition to the electrical safety regulations under QCVN 132:2022/BTTTT, these devices must also undergo testing, certification, and declaration of conformity procedures according to other applicable technical regulations as detailed in Circular No. 02/2024/TT-BTTTT.
