1. When are enterprises mandatorily required to conduct Energy Efficiency Testing for LED Road and Street Lighting Luminaires?

Based on the List and roadmap for energy-using equipment with low efficiency not permitted for import, manufacture, and trade (Decision No. 14/2023/QĐ-TTg):

  • In Appendix I, Decision No. 14/2023/QĐ-TTg, it is clearly stated that LED road and street lighting luminaires belong to the group of industrial equipment not permitted for import, manufacture, and trade when their energy efficiency fails to meet the minimum energy efficiency level stipulated in standard TCVN 12666:2019.
  • In Appendix I, Decision No. 14/2023/QĐ-TTg also clearly specifies the application roadmap for energy efficiency testing according to TCVN 12666:2019 for LED road and street lighting luminaires is “From April 1, 2025”.

=> This means that enterprises should conduct energy efficiency testing for LED road and street lighting luminaires voluntarily before the 2025 deadline. From April 1, 2025, enterprises are mandatorily required to conduct Energy Efficiency Testing according to standard TCVN 12666:2019.

2. Has the Ministry of Industry and Trade issued a standard for implementing energy efficiency Testing for LED Road and Street Lighting Luminaires?

The Ministry of Industry and Trade issued National Standard TCVN 12666:2019 to guide energy efficiency testing for LED road and street lighting luminaires. It includes regulations on Scope of application, Normative references, Terms and definitions, Technical requirements, and Methods for determining energy efficiency for LED road and street lighting luminaires.

3. Which types of LED road and street lighting luminaires are required to undergo Energy Efficiency Testing?

Based on Decision No. 14/2023/QĐ-TTg, Appendix I stipulates the testing standard for energy efficiency of LED road and street lighting luminaires is:

  • TCVN 12666:2019 Regarding LED road and street lighting luminaires – Energy efficiency

An excerpt from Section 1 (Scope of application) of TCVN 12666:2019 stipulates: “This standard specifies the energy efficiency levels for LED road and street lighting luminaires, with a power of 20 W or greater, including those with a separate power supply controller.”

If LED road and street lighting luminaires have a power of less than 20W, they will fall under the voluntary energy labeling program and are not required to perform declaration and labeling.

4. Which Testing centers are designated by the Ministry of Industry and Trade to conduct Energy Efficiency Testing for LED Road and Street Lighting Luminaires?

Phuc Gia Testing Center is one of the units designated by the Ministry of Industry and Trade to conduct energy efficiency testing for LED road and street lighting luminaires under the Registration Certificate for Energy Efficiency Testing Operations No. 15/GCN-BCT.

5. What technical requirements must be ensured when conducting Energy Efficiency Testing for LED Road and Street Lighting Luminaires?

According to Section 4, TCVN 12666:2019 – Technical requirements for LED road and street lighting luminaires stipulate:

The luminaire must be evaluated based on the following parameters

– Power: The measured value of all samples must not be greater than 110 % nor less than 90 % of the rated value.

– Initial luminous flux: The value of all samples must be greater than or equal to 90 % of the rated value.

– Lifetime: The manufacturer must declare the product’s lifetime at L70/B50, with a minimum declared value of 35 000 h.

– Color rendering index (CRI): The rated color rendering index must be 70 or greater.

– Luminous flux maintenance factor: The luminous flux value measured at 25 % of the rated lifetime (up to a maximum of 6000 h) must not be less than the luminous flux value corresponding to the rated luminous flux maintenance factor for the maximum lifetime, as determined and provided by the manufacturer or their authorized agent.

– Luminous distribution: The manufacturer must declare the product’s luminous distribution.

– Energy efficiency

The energy efficiency of the luminaire is taken as the average energy efficiency value of all samples. This value is rounded to the nearest integer.

The calculated average value of all samples must be greater than or equal to the values specified in Table 2 and Table 3, respectively.

According to Table 1, Section 4.1 – TCVN 12666:2019, the minimum number of typical test samples is 3 samples.

Therefore, to conduct Energy Efficiency Testing for LED Road and Street Lighting Luminaires, the enterprise must bring a minimum of 3 samples to the testing unit.
